A.     Responsibilities

  • The Senior Technical Advisor supports the AV of the programme “Social Support for Afghan Refugees and Host communities – SSARC” and is therefore responsible for:
  • Acting as the deputy of the Principal Advisor (AV) of the programme SSARC
  • Supporting the AV and project staff as well as externally commissioned actors in all kinds of project activities according to the commissioned objectives, sub-objectives and indicators
  • Acting as an interface between the Pakistani ministries/authorities and projects funded by the German Government through GIZ to expand a dialogue between the interlocutors concerning migration, forced displacement and governance
  • Providing strategic, technical advice on the formulation of Capacity Development (CD) initiatives for the Chief Commissionerate for Afghan refugees (CCAR) as well as the provincial Commissionerate for Afghan Refugees (CARs) regarding the management of the situation of Afghan refugees
  • Knowledge management and information sharing for the programme

The Senior Technical Advisor is responsible for the following tasks:

B.     Tasks

1.      Management responsibility

  • Responsible for the orders and measures in the programme that are assigned to him/her and for managing all staff members who report to him/her
  • Manage staff in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for developing creativity and innovation
  • Responsible for recruiting, selecting, grading, planning the assignment and professional development of staff members who report to him/her
  • Responsible for monitoring, managing staff and ensuring that they provide cost-effective services
  • Carry out the annual staff assessment and development talk for staff members who report to him/her

 2.      Planning, Coordination and Implementation

  • Assist the AV with general project planning and implementation (i.e. preparation, organization and moderation of planning exercises and their implementation, management, quality management, monitoring, reporting, communication and documentation)
  • Initiate with the management in implementing a peer-to-peer dialogue with partners and stakeholders, non-governmental organizations
  • Elaborate with the management a mapping of all relevant stakeholder and implementation partners
  •   Cooperate with relevant non-governmental organizations, consultants and as well as actors and individuals at community level on the project environment and with other projects to improve and maintain good working relationships
  • Coordinate and steer a profound initial analysis of the target groups (baseline), their actual mental and social (well-being) situation, their needs, requirements, lacks, locations as basis for a training concept, other project activities and M+E system in close cooperation with the project staff and consultants/NGOs
  • Supervise the quality of results and information of the result-based monitoring system in close cooperation with the M+E Officer
  • Report regularly on the status of results to various actors
  • Supervise a trainings concept and its implementation for personnel related to mental health and psychosocial support, in close cooperation with partners and external consultants
  • Establish with the AV a relationship of trust and respect within the project environment, thus having a basis to prepare lessons learnt out of situation with high level of stress, traumata
  • ·        Focal person for SSARC capacity development measures, coordinated with UNHCR in planning and organizing trainings and workshops for government counterparts.

 3.      Communication & Public Relations

  • Develop together with the AV a strategic communication concept about MHPSS and context and gender related sensitive topics (e.g. lack of livelihoods/perspectives, violence, youth empowerment, gender, health, education)
  • Support the AV with strategic orientation of communication in the country
  • Identify and implement PR activities (publications, workshops, conferences, press articles, electronic media) in close cooperation with project officers
  • Coordinate cooperation with external communication service providers (e.g. appraisers, agencies, photographers)
  •   Establish and participate in communication networks

 4.      Networking and Cooperation

  • Ensure cooperation, regular contact and dialogue with partners; cooperate with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • Communicate local interests and efforts, forward these and encourage sharing ideas and information for the benefit of the programme

 5.      Knowledge management

  • Compile programme relevant information and ensure knowledge transfer
  • Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Draw up reports and presentation documents
  • Formulate appropriate input for various programme reports including annual reports, and contribute to other reports required by the management and GIZ Head Office
  • Carry out research for activities and studies on political issues which benefit joint programmes

 6.      Other duties/additional tasks

  •  performs other duties and tasks at the request of management

 C.     Required qualifications, competences and experience

 Qualifications

  • Masters’/MSc in an area related to the project objectives with a focus on a relevant field (e.g. public administration, political science, rural and/or community development, psychology, youth or gender empowerment)

 Professional experience

  • At least five (5) years of experience in networking with government agencies, non-governmental organisations, universities and professional associations
  •   At least three (3) years of professional experience with the government and provincial level on project implementation and policy advisory
  • Excellent understanding of the legal, social and political dimensions of the Afghan refugee situation in Pakistan
  • Excellent understanding of community development and participatory tools, approaches and methodologies
  • Understanding of international development cooperation, i.e. German Development Cooperation and the United Nations etc.
  • Experience in the field of mental health and psychosocial support

 Other knowledge, additional competences

  • Fluent in Urdu and English (orally and written), good knowledge of Pashto language, basic knowledge of German will be an asset
  • Very good working knowledge of ITC technologies (relevant hard- and software and ICT tools for development, such as social media and data management)
  • Familiar with planning, implementation, and reporting procedures and their changes (project cycle management)
  • Ability to represent the interest of the GIZ-assisted measures and acts always on its behalf
  • Strong independent managerial and organisational competence
  •   Acts with the utmost discretion and confidentiality, especially in terms of information on and details obtained from target groups
  • Conscientious/reliable, committed, team player, assertive and good negotiation and intercultural skills
  • Excellent communication skills, good interpersonal skills and willing to cooperate with colleagues
  • Pro-active, independent and flexible attitude – precise, punctual and efficient behaviour
  • Willingness to upskill as required by the tasks to be performed
  • Willingness to undertake official travel to various provinces
