A.      Responsibilities

The technical advisor is responsible for:

  • managing project activities concerning governance, community development and constructive dialogue between local government structures and the population
  • providing professional advisory services to partners and assisting project/programme initiatives to cooperate with a broad range of stakeholders (implementers, target groups, etc.)
  • liaising with all relevant stakeholders in the sector in the Tribal Districts, Sub Divisions and KP
  • innovation and knowledge management

The technical advisor performs the following tasks:

B.      Tasks

1.       Advising the partner institution(s)

The technical advisor

  • provides technical advice to the partner and supports governance approaches, in particular constructive dialogue on the new local government system and on community development and planning between relevant stakeholders
  • assists and monitors the development and implementation of project/programme plans and activities with a special focus on governance and service delivery in the Tribal Districts and Sub-Divisions in close consultation with counterparts
  • contributes to preparing and implementing the coordination process, joint project/programme activities and work at the regional, district and local level
  • is responsible for the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity
  • develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives

2.       Management of project activities and coordination

The technical advisor:

  • manages quality in all areas of responsibility, including products, presentations in all media, documents and publications
  • manages the implementation of project activities through implementation units (grants and financing agreements) and ensures timely implementation as well as the quality of deliverables
  • develops and implements a variety of approaches to constructive dialogue, including digital approaches
  • supports to assess and define capacity and needs of government institutions and NGOs
  • manages consultants/consulting assignments and ensures that the quality of the deliverables and products is aligned with programme objectivities, outcome and output, indicators (ToR, monitoring of assignments, timely delivery of products etc.)
  •  is responsible for approving and monitoring expenses for project activities in the areas of responsibility in accordance with the prevailing provisions
  • is jointly responsible in coordination with the partner to plan and prepare, implement, facilitate (if applicable) and document, monitor and communicate results of training events, workshops, forums, conferences, team meetings and other project activities
  •  compiles the relevant information for joint activities and assignments
  •  supports mission, offer preparation, impact monitoring, project progress review, reporting

3.       Networking and cooperation

The technical advisor:

  • supports cooperation, regular contact and dialogue and maintains good working relationships with partners and other stakeholders in the sector, including the target groups
  • assists with PR work
  • communicates local interests and efforts, forward and encourages sharing ideas and information for the benefit of the project/programme

4.       Knowledge management

The technical advisor:

  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • researches relevant topics to the area of responsibility and shares target group-oriented inputs with the team, partners and other stakeholders
  • ensures knowledge transfer to all stakeholders involved
  • reports and presents results of the area of responsibilities to a wide range of stakeholders and contributes to various internal or donor project/programme (monthly/quarterly/annual) reports

C.      Required qualifications, competences and experience 

Qualification

  • Masters’ degree holder in communication, public policy and management, social sciences, or equivalent

Professional Experience:

  •  At least 5 years practical experience in a comparable position (incld. international experience and/or in the development sector)

Other knowledge, additional competencies

  • in-depth understanding of governance, constructive dialogue and communication approaches
  • fluent written and spoken English is required, ideally a knowledge of German
  • demonstrated problem solving and analytic skills
  • attention to detail and ability to effectively and efficiently perform tasks, take initiative and work independently as well as committed to team work in a challenging implementation context
  • very good working knowledge of ICT technologies
  • experience in developing and implementing digital approaches
  • excellent communication and negotiation skills
  • availability to conduct field missions to intervention areas in the Tribal Districts and sub-divisions
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
