Digital Economy Enhancement Project (DEEP) is a World Bank assisted project with the objective to enhance the Governments capacity for digitally enabled public services delivery for citizens and businesses.
MoITT is the sponsoring agency of the project with execution support of (i) Board of Investment (BoI), (ii) National Database and Registration Authority (NADRA), (iii) National IT Board (NITB), and (iv) Ignite National Technology Fund.
PROJECT DESCRIPTION
The Digital Economy Enhancement Project (DEEP) aims at building the capacity of the Government to provide digitally enabled public services to citizens and businesses. The project will support the development of digital public infrastructureincluding for responsible data exchange, digital authentication, and verifiable credentialsand digitalization of public services (including to make them available through a new national citizen portal), which will improve the accessibility and delivery of services, economic opportunities, and social protection.
In addition, DEEP will support a transition towards a digital inventory of administrative procedures and the development of an electronic single windowthe Pakistan Business Portal (PBP)integrated across all three layers of government for new and existing businesses to apply, renew, pay, and meet all their compliance needs It will also promote civic innovation and digital inclusion.
OBJECTIVES OF THE ASSIGNMENT
The consultant will be responsible for coordinating and overseeing the key initiatives under Project including development of key telecom policies and frameworks, for project oversight and stakeholder engagements.
SCOPE OF THE ASSIGNMENT
The consultant will:
- Liaise with internal telecom teams and external stakeholders (government agencies, telecom providers, etc.) to design and develop overall Telecom Program components for DEEP and its effective implementation.
- Coordinate and manage telecom program implementation activities across DEEP.
- Leading the technical design, planning, and implementation of telecommunications components across DEEP
- Provide technical support in drafting of: Telecom Policy, Licensing Policy, Rolling Spectrum, Telecom Dashboard (Fixed and Wireless), ROW, National fiberization Policy and Plan, Smart Devices Proliferation Policy, National disaster telecom plan, Assessment and climate resilience etc.
- Provide technical support to various procurement related documents
- Participate in evaluation process
- Monitor project progress, identify risks and bottlenecks, and propose solutions.
- Liaise with Internal team and Ensure compliance with national telecom regulations and standards.
- Prepare weekly regular progress reports, technical documentation, and stakeholder updates.
- Coordination with telecom firms for development and implementation of telecom policies & frameworks.
- Monitoring telecom-related KPIs under DEEP and advising corrective actions as needed.
- Facilitating stakeholder consultations, working groups, or workshops related to telecom infrastructure, policy, and digital access.
- Engaging with development partners and international experts to leverage global best practices in telecom development.
- Performing any other telecom-related assignments or technical reviews required under DEEP
- Facilitate workshops, training, knowledge transfer, and capacity building for local teams.

QUALIFICATION AND EXPERIENCE
- Minimum 16 years of education from a reputable/HEC/internationally recognized university in Electrical/Computer/Electronics/Telecom/Information Technology, or a relevant field.
- Minimum 18 years of total professional work experience including national/international level experience in telecom sector.
- Experience in project implementation & coordination, regulatory engagement, and digital transformation initiatives
- In-depth knowledge of telecom sector landscape, including regulatory institutions (PTA, FAB etc.), policy frameworks, and connectivity challenges.
- Managing Business relationships with public sector entities and government officials for strategic planning would be an asset.
- Proven experience in telecom strategy design and implementation in collaboration with public sector institutions and multilateral projects.
- Strong communication, coordination, and technical writing skills.
ADDITIONAL SKILLS / EXPERTISE
- Ability to establish monitoring and evaluation frameworks to assess the policys impact and effectiveness.
- Ability to effectively organize stakeholder consultations.
- Proficiency in telecom project planning tools and software.
- Ability to develop a long-term vision and strategic goals.
- Proficiency in conducting thorough research, including literature reviews, case studies, andfieldresearch.
- Project Management certification will be advantageous.
SCHEDULE FOR THE ASSIGNMENT
The consultant will be appointed on a contract basis for a period of 48 Months.
REPORTING OBLIGATION
The Consultant will report to the Program Director PMU through the Telecom Wing of Ministry of IT & Telecom.
SELECTION METHOD
Procurement will be carried out in accordance with the Open Competitive Selection of Individual Consultants in accordance with Banks Procurement Regulations for Borrowers for Goods, Works, Non-Consulting and Consulting Services and applicable to Investment Project Financing (IPF) hereinafter referred to as Regulations dated November 2020.
