Human Development Foundation (HDF) was founded in 1997, with a passion to pay back to the communities they belong to and a vision to help people help themselves by a group of visionary Pakistani American doctors and philanthropists. Over two decades, our quest for positive social change remains at the forefront and we, at the foundation, work tirelessly towards human development and poverty eradication. HDF has positively impacted lives of 3.4 million fellow countrymen through direct service delivery in the areas of Education & literacy, Primary Healthcare, Livelihood & Food Security, Sustainable Environment and Disaster Response with its physical footprint in 88 Tehsils of 53 Districts, from AJK to Tharparkar.

Purpose

  • The purpose of this consultancy is to enhance the Human Resource Management System of HDF in line with the best practices in the sector and national laws.

Scope of the consultancy

The consultant will perform inter-alia the following:

  • Review of existing HRM system, policies and procedures of HDF to identify gaps compared to best practices for an NGO
  • Submit a brief review report about gaps identified including suggestions about changes in policies, procedures, and overall HR system
  • Develop a complete Performance Management System, Compensation and Benefits System, Training and Development System, Career Development and Promotion System and a Rewards/Incentives System for HDF
  •  Prepare a consolidated context-specific HR Manual including user friendly HR forms and templates

Deliverables/Outputs:

  • The below deliverables will be prepared and submitted by the consultant after periodic discussions with HDF team.

Deliverable 1: A detailed review report based on existing HRM system including policies, procedures and HR forms highlighting gaps and weaknesses

Deliverable 2: Performance Management Policy

Deliverable 3: Compensation and Benefits Policy

Deliverable 4: Training and Development policy

Deliverable 5: Career Development and Promotion Policy

Deliverable 6: Rewards/Incentives Policy

Deliverable 7: Related HR forms and templates for each component of HRM System

Deliverable 8: Consolidated HRM Manual, including the revised and new policies

Duration of the Assignment:

  • This will be a 45 days assignment where consultant will meet HDF team, carry out a review of existing systems and submit the deliverables.

Required Qualification, Experience and Skills

  • Preference will be given to applicants with the following:
  •  Minimum Master’s degree in Human Resource Management
  • Operational experience of consultancy services in relevant field of minimum seven (7) years.
  •  Institutional and staff experience of working in social/humanitarian sector, understanding of humanitarian standards and principles
  • Understanding of national labour laws, safeguarding requirements (organizational code of conducts) and internationally accepted best practices and standards;
  •  Strong analytical skills, including legal analysis.

  • Proposed methodology to the assignment

Financial Proposal including itemized costs for all elements of the task. Appropriate sales tax must be included

Team profile:

  • describe the qualifications and experience of proposed team and the roles of each team member.
  • Attach CV of the proposed members showing experience and qualifications

Evidence of previous similar assignments;

  • contact details for referees for a minimum of three clients where the applicant has done similar assignment within the last 3 years

Reporting

  • The consultant will report directly to Director Operation-HDF
  • The consultant will work in close collaboration with HR team at HDF
