Consultant - Women Lead Community Based Protection Mechanism

The IRC is currently working in partnership with non-governmental organizations and in close coordination with district and local government in the Khyber Pakhtunkhwa, Baluchistan and Punjab and Sindh provinces.

About WEE:

The International Rescue Committee in partnership with Voluntary Services Overseas (VSO) is implementing a five-year, Women’s Economic Empowerment (WEE) Activity funded by USAID’s development cooperation in Bannu, Kurram, North Waziristan and South Waziristan in KP province. This project is part of USAID’s cooperative assistance that supports sustainable economic and human development in Pakistan by promoting women’s empowerment.

WEE project interventions are based on a dual strategy that involves: a) advocating for and working with government, private sector businesses and CSO alliances to adopt women inclusive and pro-poor social protection, market development, and value chain policies and practices; and b) modeling and implementing interventions that empower women by promoting and protecting their socio-economic rights, entitlements, inclusivity, and political participation in the conflict-affected, conservative and hard to reach areas of Khyber Pakhtunkhwa (KP). Additionally, when women and girls experience GBV they will be linked to and safely referred to GBV response services, with their informed consent. The WEE activity will also assist women in registering for CNICs addressing the gender gap and enable women’s full participation in the economy.  All interventions will lead to civic mobilization and will enact public-community and public-private partnership to catalyze citizen-led women’s economic development solutions.

Objective:

To design a comprehensive and context appropriate training pack on woman led community-based protection (CBP) with focus on women protection and empowerment, women leading in their vision for the community, women’s safe advocacy, and supporting women to access services (including GBV response services) for women-led community groups in KP / NMDs.

Scope of Work:

The scope of work and expected outputs/ deliverables will be the following:

a.       Develop and submit a detailed work plan and inception report 

b.       Conduct training needs assessment to identify training needs of community groups, with key factors around attitude on women’s leadership, gender equality and GBV referral knowledge gaps in KP/NMDs 

c.       Review of existing CBP, GBV prevention modules and other resources (e.g., guidelines, strategies, already available training materials).

d.       Draft a Training Pack, including a training module, materials (handouts, PowerPoint presentations, pre-posttest, case studies, and a brief guidance on how to conduct remote training on CBP etc. The topics include but not limited to:

o Participatory Rural Appraisal (PRA) - community risk analysis and safety action planning and advocacy.

o women rights and entitlements,

o protection and gender concepts,

o understanding gender-based violence,

o protection monitoring including referral and response

o Incorporating women’s empowerment through women-led remote safety audits linked to advocacy by and for women in the community

e.       Share the first draft of training pack with IRC technical team for review and feedback

f.        Field test of training pack: Conduct a ToT with IRC and partners’ field staff and collect feedback of participants on content and session methodology. Based on the feedback shared, revise and deliver the final draft of the Training Pack.

g.       Present the final version of the Training Pack to IRC in both Urdu and English languages.

h.       Share the final report on the process of developing the Training Pack

The duration of contract shall be for a maximum of 45 working days staring from the 1st February 2021.

Payment Installments:

The payment for rendering the services will be linked with the deliverables and shall be released after completion and acceptance of quality work by IRC team. Tax will be deducted as per Govt. policy.

Quality Assurance:

To ensure quality control, the consultant will be expected to participate in briefing meetings with the IRC as needed to monitor the progress of the assignment and to ensure the timelines are met. The Consultant shall make itself available to the IRC as when desired by the Client to review and discuss the progress.

Reporting:

In all matters in relation to the assignment, the consultant will work closely with Protection Rule of Law and Women Protection and Empowerment TAs at regional level and with Senior Protection, Inclusion and Safeguarding Coordinator and Gender Technical Specialist at country office level. The consultant will report directly to Sr. protection, inclusion and SG coordinator based in Islamabad Office

Working Areas:

The consultant will undertake task in a mix of Islamabad and KP including Newly Merged Districts of Pakistan based on the agreed work-plan and methodology.

Required Professional:

·         Master’s degree in gender or women studies, social sciences, public health related to women’s health, or development studies.

·         At least ten (10) years’ experience in the development and implementation of gender-focused and women-centered training for entities such as NGOs, CSOs, and FBOs; government departments, agencies, or private-sector organizations.

·         At least ten (10) years of experience with gender integration in programming, and in working with gender issues related to girls’ and women’s empowerment.

·         Fluent in Urdu, English, and Pushto.

·         Previous professional experience working with national and local governments on gender mainstreaming is a strong asset.

·         Previous professional experience with development agencies and/or the United Nations is an asset.

·         Proven experience and track record of timely and high-quality completion of assignments.

·         Strong communication and presentation skills.

·         Flexible attitude towards receiving feedback.
