Job Summary

The Officer II position within the arcTB_Pakistan program, located in MirpurKhas, Sindh, is a full-time contractual role reporting directly to the Program Manager. This role is pivotal in supervising and coordinating tuberculosis (TB) and drug-resistant TB (DR-TB) activities, alongside integrated service delivery across rural healthcare facilities. The Officer II will manage resources for field health workers and community mobilizers/counselors, implement intervention tools, and foster collaboration among healthcare stakeholders to enhance patient outcomes and program effectiveness.

Key Responsibilities

The Officer II will act as the primary point of contact between field health workers, community mobilizers/counselors, and the district coordinator, ensuring clear communication and smooth coordination. They will serve as the main liaison with Primary Healthcare (PHC) facilities to facilitate seamless program implementation.

Building and maintaining strong relationships with healthcare providers and facilities is essential to promote effective service delivery. The Officer II will monitor program activities across health facilities, providing necessary support to ensure alignment with project goals.

This role requires establishing and sustaining partnerships with healthcare partners, NGOs, government bodies, and local organizations to strengthen healthcare delivery. Coordination with public and private sector partners, health facilities, and private practitioners is critical to develop effective referral and treatment linkage mechanisms.

The Officer II will be responsible for collecting and verifying data from field teams, ensuring timely completion of assigned tasks. They will provide logistical, administrative, and operational support to the Primary Healthcare team and collaborate with healthcare providers to identify and address gaps in patient care or service delivery.

Identifying opportunities for continuous improvement within health facilities and supporting the development and delivery of training programs for healthcare staff and stakeholders are key aspects of this role. The Officer II will ensure the efficient use of field equipment and manage on-site field issues while maintaining oversight of personnel activities.

Consultation with field staff regarding visit schedules and patient follow-ups will be necessary to optimize field operations. The Officer II must resolve administrative issues promptly to avoid delays and ensure accurate documentation in strict adherence to Standard Operating Procedures (SOPs) and protocols.

Maintaining uninterrupted availability of stocks and supplies required for project activities at relevant facilities is vital. The Officer II will receive and compile weekly and monthly reports from selected PHC sites and report any inventory shortages or application issues immediately to the Program Manager.

Fluency in Sindhi, Siraeki, and Urdu is strongly recommended to facilitate effective communication within the community and among stakeholders.

Required Qualifications

Candidates must hold a Bachelor’s degree in Social Science, Public Health, or related fields. A minimum of four to six years of field and data experience within the development sector is required. Proficiency in data management, including collection, cleaning, and basic analysis, is essential.

The ideal candidate will be self-motivated, a quick learner, and capable of working independently under tight deadlines. Strong organizational skills, attention to detail, and a proactive approach to problem-solving are critical. Curiosity and independent thinking, combined with excellent listening skills and accountability, are highly valued.

Effective written and verbal communication skills are necessary, along with the ability to engage in inclusive planning and participatory management. Willingness and ability to undertake local travel as required is expected.
