Job Summary
FAO Pakistan, with support from the European Union, is implementing a 12-month project titled “Post-floods resilient recovery and strengthening of the livestock sector in Balochistan.” This initiative focuses on enhancing food security and resilience among livestock farmers, particularly targeting small ruminants and improving dairy reproductive efficiency. Utilizing climate-smart approaches and the Farmer Field School (FFS) methodology, the project aims to build capacity and empower agro-pastoralist communities, with special emphasis on youth and women in selected districts of Balochistan. FAO is seeking to recruit 12 experienced Farmer Field School Community Outreach Support personnel based in Quetta, Khuzdar, Lasbella, Jaffarabad, and Loralai. These professionals will support integrated community outreach activities that improve livestock husbandry, disease management, feed resources, rangeland management, value addition, and income-generating opportunities.
Key Responsibilities
- Oversee and ensure quality assurance in implementing Letters of Agreement with service providers for FFS outreach activities.
- Support service providers in planning and executing integrated, holistic community outreach programs that empower livestock farmers through FFS and community-wide interventions.
- Coordinate regular engagements with district-level technical departments for joint planning, technical backstopping, and supervision of outreach activities.
- Monitor adherence to FFS guidelines, ensuring systematic session delivery, study designs, and data collection that reflect local socio-economic and cultural dynamics.
- Ensure outreach groups have access to appropriate learning, extension, communication materials, and maintain effective record-keeping systems.
- Assist FFS Specialists in monitoring community outreach, preparing tailored training for facilitators and farmers, and compiling monthly monitoring reports.
- Collaborate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) unit to update data in the digitalized FFS MEL information management system.
- Facilitate timely submission and processing of documentation for government counterparts supporting the project.
- Provide routine technical support to FFS facilitators, ensuring compliance with non-negotiable principles and enhancing their knowledge and skills.
- Identify and support FFS groups in accessing rural financing and market linkage opportunities.
- Track progress against targets, identify strategic linkages for sustainability, and develop realistic sustainability plans for post-FFS activities.
- Support the preparation and consolidation of work plans, progress reports, case studies, and success stories related to community outreach.
- Document and share innovations, lessons learned, and best practices with the communications team.
- Perform other duties as assigned by the supervisor.
Required Qualifications
- Bachelor’s degree in Veterinary Medicine (DVM), Animal Science, Natural Resource Management, Agriculture, or related fields.
- Minimum of 5 years’ experience in livestock management, particularly with small ruminants.
- Proficiency in English and fluency in Urdu and local languages such as Pashto, Balochi, or Brahvi.
- Pakistani national.
- Proven training and practical experience in implementing Farmer Field School methodology for livestock.
- Strong interpersonal, communication, facilitation, report writing, and presentation skills.
- Proficient in basic computer applications, including MS Office.
- Ability to work effectively in multicultural, multi-ethnic environments and rural communities.
- Willingness and ability to travel and work in remote areas within the project’s target provinces.
Preferred Qualifications and Additional Information
- Experience with Climate Resilient Agriculture/Livestock (CRA), private sector engagement, and livestock value chains is an advantage.
- Familiarity with participatory rural community development approaches.
- Understanding of UN systems, procedures, and code of conduct.
- Experience in developing training materials and conducting training programs for farmers and extension workers.
- Demonstrated initiative, responsibility, and commitment to achieving outputs within deadlines.
- Knowledge of technical program functions, operational guidelines, and project management procedures, preferably within UN or FAO frameworks.
