General Position Summary:

The M&E Officer will be responsible for reviewing, monitoring and reporting the field activities conducted in the targeted districts. The incumbent will carry out regular field monitoring visits to the project sites according to the comprehensive M&E Plan and will ensure that all Program activities are being carried out in line with the operational and M&E guidelines.

The incumbents shall support the Project Manager for day-to-day grant management.

Essential Job Functions:

Carry out field monitoring visits to verify the mapping exercise done by the DFS for the selection of health facilities for WASH activities.
Validation and verification of site selection of installation of WASH infrastructure.
Monitor the construction/renovation work at the selected health facilities.
Carry out assessments of program activities such as IPC training and ensure that activities are implemented in line with the operational guidelines.
Carry out field monitoring visits of program districts in line with the M&E Plan to ensure that the data collection tools are properly used in the field and data entry is being done on required formats/systems following deadlines
Provide on-site technical support and capacity building to field teams for the implementation of project activities.
Strong knowledge of conducting different studies like baseline, endline, KAP and PDMs.
Follow-up with the district field supervisors on a regular basis to ensure timely achievement of targets in line with the monthly work plans
Coordinate with the RCs of SRs of TB grant to timely identify the support required in the implementation of activities in the field.
Strong coordination with stakeholders like DHO, DTC and health department for timely and smooth implementation of project activities.
Responsible for compiling and analyzing data and developing summary reports and sharing with the Project Manager
Assist the Senior Program Officer RCCE and IPC in organizing meetings, training, workshops etc.
Support the Project Manager in preparing project quarterly reports.
Development of M&E plan, monthly work plan, data collection tools, checklist, and data entry in a timely manner.
Ensure proper record keeping (soft and hard copies) of all documentation including grant agreements, work plans, reports, minutes of meetings, reports and other relevant documents
Document case studies and success stories and various project documents.
Follow all policies and procedures of Mercy Corps including Safety & Security Standard Operating Procedures (SOPs)
Any other task or responsibility assigned by the Project Manager.

Reports Directly To: Project Manager
Works Directly With: District Field Supervisors, and in close coordination with Senior Program Officer WASH, Senior Program Officer RCCE and IPC, HR and Finance teams

Knowledge and Experience:

Master’s degree in Social Sciences or equivalent
A Civil Engineering background will be an asset
At least 05 years of M&E experience in the social or development sector (NGO & INGOs) preferably in WASH and COVID19 infrastructure projects
Strong knowledge of data collection and analysis Good communication skills must be fluent in Urdu and English; fluency in any other regional languages will be a plus.
Computer Proficiency: MS WORD (Advanced user), MS EXCEL (Advanced user), MS PowerPoint, MS OUTLOOK (Working Knowledge)
