Individual consultant for Review / Designing of
Community Physical Infrastructure (CPI) Manual
1. Introduction:
The Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community – driven development in the country. Set up as fully autonomous private sector institution, PPAF enjoys facilitation and support from the Government of Pakistan, the World Bank, and International Fund for Agriculture Development (IFAD), and other statutory and corporate donors. The PPAF aims to be the leading catalyst for improving the quality of life, broadening the range of opportunities and socio – economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions such as support to social mobilization, microcredit, community physical infrastructure, water, energy and social safeguards at the grass root / community level through a network of more than 100 partner Organizations across the country. 2. Background and Objective:
LACIP is one of the major programs of PPAF supported by KfW. Phase-I of LACIP started in April 2012 to be ended by December 2016. The programme was accorded with an extension for six months that would be completed on June 30, 2017. LACIP Phase-I has been implemented by PPAF in 57 Union Councils (UCs) of 8 districts of Khyber Pakhtunkhwa (KP) province through its 23 partner organizations. All interventions under the program are planned and being executed in close coordination with Government line departments and district administrations in program areas. Social mobilization forms the basis of all activities, and is a prerequisite, to undertake various components of the program including Community Physical Infrastructure (CPI) development, Livelihood Enhancement & Protection (LEP), Health & Education (H&E) and Disaster Preparedness and Mitigation (DPM). So far, nearly 2,000 infrastructure projects have been completed while over 7,838 assets have been transferred to ultra-poor households. The ongoing project is coming to an end and has achieved its desired objectives. Its achievements and popularity has resulted into creating huge demand for its expansion and deepening the existing Union Councils.
PPAF being the apex funding organization is responsible for facilitating its partner organizations in preparing feasibility study, surveying, designing, estimation and formulating proposals for different types of infrastructure that are implemented through community-based projects. CPI manual is the key document that helps technical staff of POs to render these activities in line with the established engineering principles and practices. The manual was first printed in 2001. Many attempts were made to revise the contents but these remained to the extent of few suggestions and recommendations. In view of learning and experience gained in infrastructure development since inception of the organization, PPAF has planned to review and update existing CPI Manual.
PPAF now needs services of specialized professional to review and compose the current manual, amending the documents wherever required, adding the design of structures that are missing or the design that are present in other manuals of infrastructure, etc.

The individual consultant will be selected in accordance with the Selection of Individual Consultants’ method set out in the Section V of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (2011).
9. Intellectual Property:
All information produced during this assignment shall be the intellectual property of the PPAF and it shall not be shared with any third party without prior written consent of the PPAF through its CEO.
10. Reporting and Coordination:
The consultant will report to the Sr. General Manager – LACIP. He or she will work closely with the technical persons of LACIP unit.

Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills and other quality of life indices.
