Tasks (Performance Requirements):

  1. Identification and HS classification of all goods and commodities covered under the OGA legislation as per the Pakistan Customs Tariff (PCT).
  2. Preparation of recommendations on classification of goods into new Product codes beyond 8-digit level currently used by the PCT to facilitate PSW operations.
  3. Preparation of spreadsheets clearly indicating:
    • Customs duty and other taxes including additional duty and taxes.
    • FTA/PTA rates.
    • Tariff quotas.
    • Anti-dumping duties and countervailing duties.
    • Valuation rulings.
    • Import/export prohibitions, restrictions, and conditions as notified by the federal government, any of its authorized regulatory authorities or binding international conventions and agreements.
    • Quantitative limits.
    • Exemptions from Customs duty and other taxes.
    • Any other regulatory requirements, etc.

Qualifications and Competencies:

  1. Active (or recently retired) customs officer with extensive experience in tariff classification and the HS.
  2. At least bachelor’s degree from a recognized university preferably in Computer Science, Information Technology, IT Management, Law or equivalent.
  3. At least 10 years of working experience in a customs administration preferably in assessment and valuation, classification centers, enforcement of allied regulation, etc.
  4. Experience of working in paperless Customs Clearance System.
  5. Extensive experience with, and knowledge of, the Pakistan Customs Act and other relevant national and international regulations and practices.
  6. Familiarity with trade environment and WeBOC business processes.
  7. Experience of working with complex, multi-system environments in the public sector.
  8. Previous experience of working on IT development and integration in an SW environment will be considered an asset.
  9. Strong written and verbal communication skills in English as well as Urdu.
  10. Knowledge of business practices of trade regulating agencies and customs.
  11. Ability to meet tight deadlines.

Deliverables:

  1. Updation of Integrated Tariff for Trade incorporating new OGAs.
  2. Enhancement and review of already implemented ITT.

Base of Operations:

Islamabad or Karachi, Pakistan with occasional traveling to other major cities, if required.

Reporting:

The advisor will report to Chief Domain Officer, PSW. He will work in close coordination with the PSW development team and the focal persons of the OGAs.

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once. PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments. Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business. Guiding vision and mission objectives: VISION: Pakistan will establish a world-class automated hub by 2022, offering services and creating efficiencies, to reduce cross border trade related costs, time and complications for improved trade facilitation and compliance. MISSION: Improve cross-border trader processing by providing centralized ICT based services, simplified processes, effective and reliable automation, harmonized data exchange and risk-based selectivity in enforcement of government’s regulations.
