Qatar Charity (QC) is a Doha based International non-government organization, established in the state of Qatar 30 years back to sustain the needy communities in and out of Qatar. Qatar charity is working in Pakistan since 1992 having its country office in Islamabad and field offices in KPK, Punjab, Sindh and Baluchistan.In Pakistan, Qatar Charity is mainly working in the following thematic areas; Youth Leadership & Social Protection, Disaster Management, Economic Empowerment & Sustainable Livelihoods, Water and Sanitation, Education & Cultural Support, Social Protection, Primary Health Care and Community Physical Infrastructure.
Purpose of the Position:
The Monitoring and Evaluation Officer is based in any district of Punjab where emergency is declared by the provincial and/or national government of Pakistan. This position is expected to track the project log frame and conduct the overall Monitoring and Evaluation function through support from Qatar Charity. S/he will be working in close coordination with country office program team. The position is required to implement M&E tools to ensure that all project interventions are relevant, efficient and meet desired goal and objectives.
Major Tasks:
1. Lead in the development of the detailed emergency Project Implementation Plan (PIP) in consultation with the Project Manager and field team.
2. Lead the Rapid Need Assessment within the first week of the project initiation in the project area.
3. Establish a monitoring and evaluation frame-work in line with the policies of the Qatar Charity.
4. Support in tracking the financial and physical progress of the project efforts.
5. Ensure that all the procedures at the project site are according to the procedures. Immediately reporting the deviation to the relevant section at the Country Office.
6. Random visit to the field to assess if the beneficiary selection fulfills the criteria established.
7. Spot checks of the services provided by the field team.
8. Collect all the information from the Data Entry Officer for finalization of weekly, monthly and need-base reports for the Country Office or Donor.
9. Report the evolving emergent situation to the Line Management in a timely manner.
10. Custodian of the Complaint Redressal Mechanism together with the M&E Coordinator at Country Office. Immediately inform the concerned section in the Country Office for corrective measures.
11. Support the line management in the weekly review of the Project Implementation Plan vis-à-vis physical and financial progress. Prepare high quality reports on the templates approved by the Donor.
12. Develop a set of lesson learnt of the project at its closure and sharing with the Country Office.
