Duty station South Sudan (Project Scope of Work)

Basic Function and Scope:

Responsible for the daily operations of the Laboratory including analysis of oil samples. Provides advice on chemical usage based on accurate analysis of crude and water characteristics. Supervises the chemical inventory and develops safe handling procedures.

The duration of this CONTRACT shall commence from the Effective Date and remain in force for a period of twelve (12) calendar months or until terminated earlier as provided herein the CONTRACT.

Client reserves the right to extend this contract for an additional twelve (12) months; by giving at least thirty (30) days notice prior to expiry of the initial Contract period.

The client Responsibilities

Client will provide transport within the field WORK SITES.

Client will provide accommodation and meals to the personnel are on work rotation at the field WORK SITES.

Client will provide first aid and medical facilities on work rotation at the field

Client will provide visa

Supplier Responsibilities

To provide CV’s of 250 prospective candidates

To ensure that candidates fit into the job description attached along.

To provide air-tickets to and from destinations for candidates.

To replace any unsuitable candidates at no extra cost to the client

To confirm the offered monthly rate for each category (monthly rate will include 15% for local tax)

(Candidates are required to work 6 working days in a week and each working day comprises of 12 hours)

Responsible for the sampling and testing of approximately one hundred (100) wells in the field. Responsible for the treatment of the produced crude oil and associated gases from the field.

Responsible for the preparation of daily reports of the results of the produced oil analysis.

Assists in the preparation of the annual operating (OPEX) and capital (CAPEX) budgets for the Laboratory.

Responsible for ensuring that the Company Health, Safety and Environment (HSE) policies and procedures are fully implemented and adhered to, so that Loss Prevention is maximised. Similarly, ensures that subordinates are fully familiar with the HSE Safety rules and that these are accordingly and strictly observed by all Field Staff.

Responsible for the development of National staff through a structured development and training programme.

Tasks and Duties:

Supervises the activities of assigned personnel in the field Laboratory. Performs supervisory duties at the level established by management for the position.

Responsible for ensuring that the Company Health, Safety and Environment (HSE) policies and procedures are fully implemented and adhered to, so that Loss Prevention is maximised.

Undertakes all activities to achieve work quality in accordance with the Company QA/QC standards and procedures.

Responsible for implementing short, medium and long term laboratory operating plans and programmes to meet anticipated crude oil production. Prepares all laboratory procedures.

Responsible for implementing the analyses of well-head samples for salinity, water and sediments.

Responsible for the preparation of the daily lab report inclusive of test reports for daily water analysis, daily crude oil tests and salt contents of crude oil. Checks and evaluates test results performed by subordinates and prepares final reports on industrial water analysis, scale analysis, chemical quality tests, analysis of sediments and water and salt for crude. Includes receiving and reviewing collated reports, carrying out necessary corrections, finalising and processing as required.

Responsible for the treatment of the produced crude oil and associated gases.

Responsible for the injection of chemicals into oil and water systems and ensures proper implementation of chemicals treatment programmes. Coordinates with the Corrosion Engineer regarding the oil contents analysis and advises on chemical usage.

Assists in the preparation of the annual operating (OPEX) and capital (CAPEX) budgets for the Laboratory at the field. Includes analysis of deviations and preparation of reconciliations accordingly, by reviewing expenditures, confirming with actual budget, making necessary adjustments, forecasting following year's additional expenses. Submits to supervisor for review.

Responsible for the implementation of short, medium and long term maintenance programmes for the Laboratory to ensure constant availability for analysis work.

Responsible for the monitoring of the quality of produced oil to ensure it is within the specified limits. Includes scheduling laboratory activities related to sampling and testing of oil. Authorising adjustment of chemical treatment programmes and injection rates.

Responsible for ensuring that chemical supplies are adequate and that storage tanks are re-filled when necessary.

Responsible for the preparation of requests for materials, equipment and consumables to ensure the efficient operation of the field Laboratories. Responsible for the control of the stocking and reordering of all laboratory supplies and chemicals, whilst ensuring the correct handling and safety of chemicals.

Allows for logistics and transportation problems, inclusive of material availability, price and transit time.

Responsible for implementing laboratory development work to improve the services provided, ensuring that standardisation and calibration tests are carried out regularly.

Undertakes other similar or related duties such as ensuring availability of all equipment and consumables for the daily operation, participating in safety programmes, preparing reports and liaising with outside chemical companies regarding new products.

Similarly, undertakes the preparation of special studies and analysis of chemicals consumed, ensuring that accurate records are kept of all chemical stocks and movements.

Responsible for ensuring that all safety rules and regulations are fully explained to all staff including the safe handling and use of chemicals and disposal of water products. Similarly, ensures that appropriate safety and personal protective equipment (PPE) is ordered and stocked in the laboratory, and that safety notices are prominently displayed in all work areas. Responsible for ensuring that all accidents and incidents are efficiently investigated and analysed, including implementation of measures to avoid a recurrence.
