The purpose of this position is to provide technical support to the project team and JV partners in strengthening gender equity and social inclusion (GESI) within the project in line with the WaterAid’s Equity, Inclusion and Rights (EIR) Framework and donor compliance. This includes support in strategy design, budgeting, implementation, influencing and advocacy, impact assessment and learning and documentation of good practices.

The individual holding the position of Gender Specialist will report to Team Leader (BCCD)

Key Working Relationship

Internal: Team Leader BCC Project, BCCD Project Specialists, WAP Gender Advisor, Technical Advisors WAUK and South Asia Region Team, WAP Admin and Security, Finance, POD staff.

External: CEO PRMSC, Gender Specialist PRMSC, Management and Field staff of JV partners, World Bank, sector stakeholders and other I/NGOs

Responsibilities

  • Develop a comprehensive gender mainstreaming strategy of BCC project interventions and Gender Action Plan to achieve the set targets and ensure that such plans are inclusive of gender related safeguards as per the World bank guidelines.
  • Manage, supervise, and guide the consultants in developing gender friendly and gender sensitive BCC schemes, material, campaign, modules, and tools in the target tehsils/villages.
  • Ensure that all BCC campaigns, interventions, and training programs encourage maximum participation of females and are responsive to the needs of female beneficiaries, with focus on women health, hygiene promotion, education, and economic empowerment.
  • Assist in the development of gender-focused training modules to integrate females in the behavior change programs.
  • Work with the project team and JV partners to ensure EIR Framework & GESI concepts are integrated in project’s fundamental design and are in line with the project outcomes.
  • Work with JV partner’s staff to adapt GESI tools and approaches in their mobilization processes.
  • Build the capacity of WA project team, JV partners including PRMSC staff in WA’s Gender Transformation Framework; Equity, Inclusion and Rights Framework and GESI approaches to WASH with the tools to practice
  • Contribute in developing inclusive user feedback mechanisms at the field
  • Assist M&E team in establishing sex-disaggregated baseline indicators by gathering required data with appropriate target indicators.
  • Undertake rapid or detailed ‘gender assessments/analysis in the project areas
  • Manage the documentation and dissemination of innovative approaches, experiences and lessons learnt.

Qualification and Experience

  • Post-graduate degree in Gender Studies, Social Sciences, Anthropology, or other relevant discipline from an HEC recognised institution
  • At least 12 years of relevant work experience in matters related to gender mainstreaming and in the preparation of Gender Action Plans
  • Deep understanding of gender dynamics in the rural Punjab context, including understanding and experience in working on social norms and attitudinal changes required to make progress on gender and equity.
  • Proven experience in using gender equity/transformation frameworks and tools in programmes and/or policy influencing.
  • Experience of working in similar projects/assignments (related to Behaviour Change), in similar capacity, with international donors, and in organizations with comparable conditions.
  • Experience in facilitation of trainings and workshops.
  • Demonstrated written and verbal communication skills in both English and Urdu languages.
  • Good understanding of Child Protection and Safeguarding principles and no record of child abuse or Safeguarding issues.

Desirable Knowledge

  • Understanding of the concepts of gender-sensitive and inclusive WASH services
  • Knowledge of and interest in behaviour change communication, ideally hygiene-related behaviour. Experience in qualitative and quantitative research, monitoring, and evaluation etc.
