Objective:

Provide effective support to Welthungerhilfe partners in GFFO funded Project PAK-1120 as well as directed support to the finance department at the Welthungerhilfe.

The objective is to implement existing financial management standards in the programmes and projects efficiently and promptly, thereby making a significant contribution towards the success of the programme work.

This involves:

  1. ensuring that the projects' / project's financial administrative processes at the project location are auditable and efficient and carrying out financial administrative controls at project level;
  2. supporting the Head of Project perform his/her supervisory duties within the framework of project administration                                                                                              
  3. if necessary, instructing and supporting project partner organizations (PPO) in matters relating to financial management so that they fulfil their contractual obligations toward Welthungerhilfe and co-financers in accordance with the partner contract and in an auditable manner.

 Responsibilities:

  • Financial project orientation and capacity building for partners in sound financial management and other topics related to project accounting and financial management (e.g. procurement, etc.).
  • Verification of partner financial reports at established intervals and follow up of partner budget execution.
  • Ensuring that project funds are correctly managed according to the specifications of Welthungerhilfe and co-financers.
  • This includes: liquidity planning of project, fund requests, bank transactions, bookkeeping, preparing of end-of-month accounts and of prompt financial reports / the financial part of reports on expenditure of funds.
  • Booking and monthly closing of partner financial reports in Funds Pro.
  • Coordinate/Visits to partner organizations with financial inspections and to provide support as required.
  • Prepare and ensure complete record of all financial documents including vouchers in hard form and on ProMIS.
  • Prepare tax deductions as per applicable tax rules.
  • Ensure compliance of Key Performance Indicators assigned in relation to finance.
  • Ensuring that the projects' / project's financial administrative processes at the project location are auditable and efficient and carrying out financial administrative controls at project level.
  • Instructing and supporting project partner organizations (PPO) in matters relating to financial management so that they fulfil their contractual obligations towards Welthungerhilfe and co-financers in accordance with the partner contract and in an auditable manner. 
  • Preparing annual account documents in cooperation with Head of Project and Head of Finance in Country Office. 
  • Supporting Head of Project prepare or revise project / co-financing budget in terms of formal correctness. 
  • Supporting the Head of Project with the liquidity planning and expenditure planning of the project. 
  • Fulfillment of any other tasks which are assigned by the management and correspond in general with the character of this position

Professional/Personal Requirements

Essential

  • Masters’ Degree in Accounting and/or Financial Audit, Financial Management, MBA, or a combination of a professional accounting qualification/accreditation and relevant professional experience
  • Knowledge of accounting standards and tax law of Pakistan and familiarity with accounting software systems in use by small-to-medium organizations
  • Proactive and able to show initiative and offer good professional advice
  • Sound knowledge of MS Office (especially MS Excel), Accounting Software
  • Understanding of procurement fundamentals
  • Previous direct experience in financial control and/or monitoring of partner organizations/grantees
  • Strict adherence to organizational norm and professional ethics
  • Excellent communication skills and good spoken and written English and Urdu essential in dealing with partner organizations
  • Willingness to travel to the project areas outside of Islamabad(long field trips)
  • Qualifications
  • Previous experience with NGO’s would be an asset.
  • Experience in the capacity of a finance/accounts officer
  • Experience in financial audit of small-to-medium organizations
