Provide effective support to Welthungerhilfe partners as well as directed support to the finance department at the Welthungerhilfe. The objective is to implement existing financial management standards in the programs and projects efficiently and promptly, thereby making a significant contribution towards the success of the program work. This involves:

Ensure that the projects' / project's financial administrative processes at the project location are auditable and efficient and carry out financial administrative controls at the project level. Supporting the Head of the Project in performing his/her supervisory duties within the framework of project administration

if necessary, instructing and supporting project partner organizations (PPO) in matters relating to financial management so that they fulfill their contractual obligations toward Welthungerhilfe and co-financers by the partner contract and in an auditable manner.

1.     Core Areas of Responsibilities

Technical Inputs

  • Financial project orientation and capacity building for partners in sound financial management and other topics related to project accounting and financial management (e.g. procurement, etc.).
  • Preparing annual account documents in cooperation with the Head of Project and Head of Finance in the Country Office. 
  • Supporting the Head of the Project in preparing or revising the project / co-financing budget in terms of formal correctness. 
  • Supporting the Head of the Project with the income and expenditure planning of the project. 
  • Update Budget amendments in FundsPro and align with ProMIS data through validation.
  • Support HoF and Finance expert in project/Annual Audit. 
  • Supervise cashier for daily cash flow & and Funds Pro cashbook entering.
  • Supervise cashier and verify booking and voucher check by a cashier (sample check of correctness of vouchers, including supporting documents (validity, completeness, accuracy).
  • Monitor expenditures/costs (cost type and cost category) with regard to the budget.
  • Supervise and assist the finance officer in taking care of assigned project partner organization’s finance administration (check funds requests, financial reports & audit reports & and submit the same to the superior
  • Responsible for timely closing of cash books, monthly closing of cash, and other cash function compliance as per WHH Finance Manual.
  • Responsible for timely closing of bank books, monthly closing of banks, and other banking compliances as per WHH Finance Manual.
  • Maintenance of all records and files related to the project’s accounting & and finances.
  • Review all donor financial reports.
  • Prepare and ensure a complete record of all financial documents including vouchers in hard form and on ProMIS.
  • Maintain Partner's financial records (hard copies) and provide for audit when required.
  • Ensuring that project funds are correctly managed according to the specifications of Welthungerhilfe and co-financers.
  • This includes liquidity planning of projects, fund requests, bank transactions, bookkeeping, preparing end-of-month accounts, and prompt financial reports / the financial part of reports on expenditure of funds.
  • Verify tax deductions as per applicable tax rules.
  • Ensure compliance of Key Performance Indicators assigned in relation to finance.
  • Ensuring that the projects' / project's financial administrative processes at the project location are auditable and efficient and carrying out financial administrative controls at the project level. 
  •  Coordinate/Visits to partner organizations with financial inspections and provide support as required.
  • Verification of partner financial reports at established intervals and follow-up of partner budget execution.
  • Booking and monthly closing of partner financial reports in Funds Pro.
  • Instructing and supporting project partner organizations (PPO) in matters relating to financial management so that they fulfill their contractual obligations towards Welthungerhilfe and co-financers in accordance with the partner contract and in an auditable manner. 
  • The supervisor can assign duties that may not be mentioned in the job description as per the case scenario, and that are in line with the scope of the position.
  • Provision of technical assistance or support to or from Region/HQ-level upon request
  • Representation of Welthungerhilfe’s work
  • Provide assistance during field visits, hosting conferences/events, etc. 

 Knowledge and Qualification

  • A university degree in any relevant discipline.
  • 4 to 6 years\' professional experience working in the relevant sector.
  • Working experience with a partnership approach.
  • Fluent in English, and Urdu (written and oral), Good knowledge of local language(s) would be an added value.

  Computer Skills

  • MS Office [Word, Excel].
  • MS Office 365
  • MS PowerPoint for general and Project Presentations.
  • Ability to learn any WHH Recommended/in-use Project Management Software.
