Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year performance management support contract – PERFORM to Management Systems International (MSI). Under PERFORM MSI provides monitoring support, evaluations, assessments, and learning support services to USAID. These services provide evidence-based data and information and high-quality analysis that USAID program managers use to target resources and inform project design and implementation to improve project results and achieve objectives.

Position Summary:

MSI is recruiting four (04) field researchers for a two-month intermittent short-term consultancy for an anticipated third-party monitoring assignment. The Field Researcher will be responsible to collect and enter data from the third-party monitoring of the USAID-funded Citizens’ Voice Project (CVP). CVP aims to increase engagement between citizens and the state for improving democratic governance and public accountability. The quantitative and qualitative data will include:

1.     Monitoring site visit reports from activity observations.

2.     Interviews with activity participants.

3.     Media monitoring reports.

4.     Photographic evidence.

  The field researchers will travel to various districts of Khyber Pakhtunkhwa (KP) to monitor CVP activities. The duration of the short-term technical assistance monitoring assignment is from September 2019 through November 2019. 

Responsibilities:

  • Participate in an orientation and training session to understand the purpose of the monitoring and receive training on the data collection instruments, database and data collection plan.
  • Monitor project activities through observations and site verifications using appropriate tools.
  • Conduct key informant interviews (KIIs) with stakeholders which may include beneficiaries and event participants.
  • Perform media monitoring including review of radio stations, social media posts, and other media outlets.
  • Take comprehensive notes during interviews and transcribe and translate notes in English in accordance with the required format.
  • Enter collected data in the database after the completion of the site visit.
  • Complete a daily online tracker to update the assignment manager on the monitoring status.
  • Coordinate and liaison with the implementing partner’s activity managers to schedule monitoring visits.
  • Undertake other tasks as assigned by the assignment manager

Qualifications:

  • At least a bachelor’s degree in a related field or intermediate with diploma in health.
  • Willingness and ability to travel to the field is required.
  • Must be a resident of any target districts.
  • Fluency in written and spoken English and Pashto.

Candidates that have a real or potential conflict of interest in this monitoring will not be considered. MSI will require a written statement to this effect before formal engagement on this assignment. Conflict of interest in this context includes, but is not limited to: close and/or family relations with the individuals that are related to the project, financial interest in the implementing organization(s) or grantees, current or previous experience with the project being monitored or the USAID requesting office, etc.
