Crescent Steel and Allied Products Limited, a well-established multi-campus organization with over 700 employees, is seeking a seasoned and proactive Manager Administration and HR to join the Factory Administration team at its Steel Division located in Nooriabad, District Jamshoro. The successful candidate will possess strong leadership skills, a positive and solution-oriented mindset, and an organized approach to managing daily administrative and HR operations. This role is critical in ensuring seamless factory operations, maintaining a safe workplace, and ensuring compliance with all applicable laws and internal policies.
Key Responsibilities
Lead and manage the factory administration team to ensure efficient daily support operations while maintaining a secure and safe environment for employees, visitors, and company assets. Foster positive relations with workmen, government agencies, and officials, ensuring strict adherence to labor laws, statutory requirements, and company Quality and HSE standards. Collaborate closely with HSE and Quality departments on relevant activities and represent the organization in legal consultations and proceedings.
Provide guidance on disciplinary matters in accordance with local labor laws and coordinate regulatory filings with social security institutions and government labor departments. Manage budgeting processes for administration, security, HSE, and real estate in partnership with Group Finance. Oversee all on-site administrative functions including factory space management, inventory control, reception, office support services, and facilities such as PABX, mail room, parking, boardrooms, pool cars, and messing facilities.
Establish and manage contracts and service level agreements with vendors and third-party providers. Ensure timely preventive maintenance of factory facilities and equipment, monitor associated costs, and coordinate repairs or replacements as needed. Implement and enforce the Administration Systems Manual and coordinate internal audits to ensure compliance with policies. Develop and maintain departmental risk registers, conduct security risk assessments, and manage security plans.
Oversee record management ensuring proper documentation and compliance with company standards. Monitor office supply inventories and manage procurement within budget limits. Plan and prioritize repair and maintenance projects while maintaining a reliable vendor database. Manage fleet operations including maintenance scheduling, fuel card usage, and cost tracking.
Assess staff performance, provide coaching, recruit and train team members, and manage deliverables to meet organizational goals. Stay informed about organizational changes, industry trends, and advancements in facilities management and HR to recommend improvements. Support HR strategy development and execution aligned with business objectives and legal requirements. Formulate and enforce HR policies and procedures tailored to factory operations.
Oversee recruitment, performance management, employee development, engagement, training, succession planning, and separations. Maintain accurate HR data and metrics for reporting on recruitment, payroll, and performance. Conduct exit interviews to identify retention challenges and recommend strategic adjustments. Provide expert HR advice, coaching, grievance resolution, and foster a positive work environment. Coordinate with head office HR for training programs addressing current and future needs. Facilitate HR audits and manage special projects as assigned.
Required Qualifications
Bachelor’s degree is mandatory, with a Master’s degree preferred. Candidates holding a Diploma in Labor Laws will be given preference. The maximum age limit is 40 years. Recently retired defense forces professionals with a minimum of five years of relevant experience are encouraged to apply. Strong leadership and team management capabilities are essential. Excellent multitasking, organizational, communication (both verbal and written), negotiation, and project management skills are required. Proficiency in MS Excel and other productivity tools is necessary.
In-depth knowledge of applicable labor laws, regulations, and principles of administration, supply chain, logistics, and HR management is expected. The candidate must demonstrate the ability to liaise effectively with government representatives, authorities, and law enforcement agencies. Strong analytical, decision-making, problem-solving, and conflict resolution skills are critical. The ability to perform well under pressure and meet tight deadlines without compromising quality is essential.
Preferred Qualifications and Benefits
Working knowledge of MS Office applications including Word, PowerPoint, Teams, Power BI, and MS Projects is desirable. Experience in policy and Standard Operating Procedure (SOP) design and implementation will be advantageous.
