Review Client ITT Package of assigned bids, prepare Bid Synopsis/Responsibility Matrix, ensure Bid Control System is updated.
Ensure clear definition of the Technical inputs requested from various disciplines within the organization (Engineering, Operations, Safety, QC, etc.).
Co-ordinate with other disciplines to distribute clarifications and information received.
Expedite replies from other disciplines to ensure timely responses.
Monitor man hours expended by other disciplines in undertaking bid support activities.
Develop and prepare Material Take-Offs , material pricing and design and fabrication man hours.
Prepare RFQs for issue by Procurement for specialist materials, equipment and third party services, undertake technical and commercial evaluation of all vendor quotations to ensure compliance and competency, liaise with Engineering for Technical review of same.
Compile and prepare detailed spreadsheet and pricing summary as well as Client’s Schedule of Pricing, compiling the Commercial proposal as per Client’s requirement including estimation of Finance/Bond/Freight Charges and other miscellaneous costs as applicable, compiling contractual/commercial comments.
Prepare Technical proposal based on Client's requirement and prepare Project Schedule, Execution Plan/Work Methodology, technical clarifications, etc. Obtaining ancillary information such as HSE statistics/QA documentation requirements/previous experience, etc.
Review price schedule and tender document with Lead Proposals Engineer/Proposals Manager, ensure submission of the proposals in a timely manner as per Client requirements.
Follow up document submission and receive techno-commercial clarifications from Client, distribute and expedite responses from disciplines.
Ensure Bid Control System is updated regularly.
Attend Site visits, Client meetings as required.
Receipt of LOI/PO/Contract and review of same, issue acknowledgement of receipt, distribute contract to Legal department, participate in contractual negotiations.
Handover complete copy of files to Project Department for the execution of the project, attend Kick-Off Meeting if required.
Clarify project department queries during project execution.
It is the responsibility of each individual to familiarise himself with all safety rules and regulations, attend safety trainings and to participate in the required safety programs.
developing and maintaining the pricing norms for materials and manhours for all disciplines used within MIS Sharjah operations:
Ensure that estimating norms are current and updated;
Ensure that material prices are current from latest output of Procurement database.
Maintain and update as necessary standard document templates used for tender submission;
Be conversant with the design documents such as Drawings, specifications, codes and standards relevant to Process, Piping, Structural and Mechanical disciplines
Be conversant with materials commonly used in the Oil &Gas industry, their specifications, applicable standards, etc.
Develop thorough understanding of technical aspect of bids and to have a full understanding of the scope of works.
To actively participate in all bid clarification meetings and prepare/review bid clarifications as required.
Ensure that all electronic copies deliverables and related internal documents are stored in the central directory and hard copies archived as per company procedures.
Mentor, coach and develop direct and indirect subordinates.
Book man hours expended against individual bids into Bid Control System.
Ensure regular self initiated cross-discipline interaction & communication with other Proposals disciplines to maintain seamless functioning of the department.
Assignments as directed by the HOD.
