Communication & Social Mobilization Consultant

Presently the Federal EPI’s Communication Unit lacks Advocacy, Communication and Social Mobilization (ACSM) capacity and it is extremely important to provide sustained support to the federal programme for social mobilization and demand generation activities in 2018-19. UNICEF in collaboration with the government has developed a national communication strategy and action plan as well as contextualized provincial communication strategies/action plans with roll-out planned in 2018 and beyond. Similarly, EPI got its PC-1 for immunization approved in 2017 with an allocation for communication and social mobilization activities at federal and provincial levels. The proposed consultant will support the Federal EPI in implementation, technical support and monitoring of planned activities and shall document/report on progress made, lessons learned and best practices on social mobilization and demand generation initiatives for immunization. The consultant will also be responsible for coordination in ACSM activities with the Federal Emergency Operations Centre (EOC) to ensure synergy between the EPI and Polio Eradication Initiative (PEI) programmes. The Consultant will be based in Federal EPI to provide dedicated support in building the capacity of its communication unit on ACSM.

Major Duties and Responsibilities:

Provide support in the execution of Advocacy, Communication and Social Mobilization (ACSM) activities and awareness campaigns in line with the national communication strategy on RI and the Federal EPI’s approved PC-1. In addition, coordinate with provinces/areas on implementation of the contextualized provincial RI communication action plans
Provide support to Federal EPI in linking up with parliamentarians in the SDGs Parliamentary Taskforce Secretariat to prioritize Routine Immunization on the political agenda.
Support in revitalizing the information resource centre established at Federal EPI and gradually converting it into a Health Education and Promotion Resource Centre for all immunization stakeholders in coordination with the Ministry’s health education personnel and Health Services Academy.
In coordination with the MoNHSRC’s PR team, arrange press briefings, panel discussions, talk shows and exclusive interviews both in electronic and print media for National Programme Manager, Federal EPI and/or identified influencers as and when needed to ensure proper visibility for the programme. Support in any other task assigned by the EPI Manager.

Qualification / Specialist Knowledge / Experience Required:

Qualification: Master’s in Public health, Mass Communication, Sociology and/or other social sciences that complement Advocacy, Communication and Social Mobilization (ACSM) work.
Work Experience: At least 5-7 years of work experience in Advocacy, Communication and Social Mobilization (ACSM) projects in Public Health settings and with UN agencies will be preferred. Knowledge of latest development, evidence-based interventions and approaches in immunization/health communication would be considered an asset.
An action-oriented approach and strong drive for results.
Highly developed negotiation and communication skills. e) High tolerance for operating in an environment characterized by uncertainty and ambiguity and working with people, showing respect to their views and contributions.
