Scope of Work/Description

ACTED is supporting out of school boys and girls to enter into non-formal based education – through an accelerated learning programme and literacy/numeracy teaching. underpinning this is intensive community mobilisation, teacher training as well as TVET components. acted’s programming aims to improve learning, transition and sustainability outcomes – by increasing attendance, improving quality of learning, promoting retention, empowerment and acceptance. 

The Deputy Team Leader / Consortium Manager will report to the Senior Consortium Coordinator / Team Leader and support in the overall coordination and management of the project.

The Deputy Team Leader / Consortium Manager will ensure quality program implementation, with a particular focus on the operational side – overseeing on the ground project implementation. At the same time providing strategic guidance to consortium staff and overseeing with the Senior Consortium Coordinator budget management, performance management, M&E, partnership management, and relationships with external actors including government authorities, working groups, and project partners.

This position is contingent on funding.

Responsibilities Program Management:

  • Project planning and coordination to ensure timely and quality implementation of all program activities
  • Ensure that program activities are conducted in a timely and professional manner in line with the program work-plan and in full coordination with national and local authorities as well as other partners
  • Provide strategic guidance in unifying approaches between consortium partners as well as approaches across Sindh and KP/FATA
  • Organize periodic meetings in order to discuss program progress; record and follow up on the execution of agreed action points
  • Provide technical and managerial direction and guidance in line with the program’s expected outcomes
  • Develop specific strategies for cross-cutting themes (capacity building, gender equality, safeguarding, inclusion, transition) for the program with the support of key technical staff
  • Oversee day-to-day coordination and delivery of project activities in conjunction with staff and partners across areas
  • Represent the consortium and ACTED to donor and other external stakeholders, effectively communicating challenges, successes, and contextual changes throughout the course of the project
  • Draft portions of program monthly narrative and financial progress and interim & final reports in coordination with the grants unit to share with the donor

Financial & Office Management:

  • In conjunction with the finance team, monitor the project budget and ensure regular reporting to the donor

Human Resources Management:

  • Supervise, guide and evaluate the work of program staff (particularly project managers in Sindh and KP/FATA) and consultants

Key Working Relationships

  • Position Reports to: Team Leader / Senior Consortium Coordinator who reports to Deputy Country Director Position directly supervises: Project Manager (x2) and with the Senior Consortium Coordinator at least 15 other technical staff at Islamabad and field level.
  • Other internal and/or external contacts: Implementation partners, grants unit; finance, HR and logistics departments

QUALIFICATIONS AND EXPERIENCE:

  • Experience, ability and/or vision to conceive, develop, implement creative and innovative approaches in education
  • Ability, skills and experience working under stress, tight deadlines and in remote and difficult geographical areas
  • University degree in social sciences preferably in development studies or education
  • At least 5 years of relevant development experience with a NGO/INGO, including extensive exposure to education programming
  • At least 3 years of experience in a managerial position and demonstrated capacity in office management, including capacity building of staff
  • Familiarity with FCDO or other international donor guidelines strongly preferred
  • Excellent budget planning and management skills, previous experience effectively managing multi-million dollar grants required
  • Previous experience managing diverse teams to deliver results on short timelines, including the development of spending plans, procurement plans, and work plans
  • Strong verbal communication skills and effective in representation and liaison with external actors
  • Excellent spoken and technical writing ability in English, including report writing
  • Promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle stress and pressure with professional grace
  • Previous experience in an insecure or conflict-affected setting strongly preferred
  • Experience of working in Sindh and/or KP/FATA
  • Experience with remote management preferred.
