We are seeking a seasoned professional with extensive experience in project administration, finance, and procurement to support the successful implementation of a government project located in Sharda Neelum, Azad Jammu & Kashmir. This role requires close collaboration with project directors and various stakeholders to ensure smooth administrative operations, effective monitoring, and strict compliance with financial regulations. The ideal candidate will have a strong background in business administration or finance, along with proven expertise in managing project phases, procurement processes, and financial oversight.

Key Responsibilities

Provide comprehensive administrative support to the Project Director (PD) and assist in resolving administrative issues raised by the PD, Ministry of Finance, Economic Planning & Development (MOFEPT), Project Steering Committee (PSC), or those encountered during project implementation. Support Research Associates in conducting and implementing Monitoring, Evaluation, and Supervision (MES) activities, including detailed interviews with stakeholders and beneficiaries.

Closely monitor project phases and prepare detailed fortnightly reports to track progress and highlight areas requiring improvement. Assist the Admin cum Monitoring Specialist in addressing administrative challenges to ensure smooth project operations. Facilitate procurement processes for all non-scheduled program items, ensuring strict adherence to Public Procurement Regulatory Authority (PPRA) guidelines and relevant Financial Rules/Travel Rules (FR/TRs).

Maintain accurate procurement records and ensure timely delivery of goods to designated institutions. Prepare and submit budgets related to Non-Interest Subsidy/Basic Orders, monitor monthly expenditures, and coordinate both internal and external audits concerning project finances. Reconcile monthly expenditures, verify claims, prepare bills, and manage the pre-audit and authorization process for payments.

Maintain work plans, cash plans, and account records to promote financial transparency and accountability. Manage the timely release of funds from finance and planning departments. Respond promptly to audit observations related to the project and prepare working papers for meetings of the Departmental Accounts Committee (DAC) and Public Accounts Committee (PAC). Undertake any additional duties assigned by higher authorities to support the Ministry’s and project’s objectives.

Required Qualifications

An MBA Executive degree in Finance, Business Administration, or Project Management is essential. Candidates must have a minimum of 10 years of proven experience in project administration, financial management, and procurement. The position is open to all domicile quotas. Willingness to work at the project location in Sharda Neelum, Azad Jammu & Kashmir, is mandatory. Candidates should also be prepared to travel to Islamabad for testing or other project-related activities.
