Advisor – Data Governance

Pakistan Digital Authority (PDA) is seeking an experienced Advisor – Data Governance to provide strategic advisory support in Islamabad, Pakistan. This consultancy role focuses on establishing and enhancing data governance frameworks, standards, and coordination mechanisms to enable secure, interoperable, and trusted use of data across government entities and the national digital ecosystem. The Advisor will work closely with PDA leadership and various stakeholders to promote effective data management practices aligned with national digital transformation goals.

Key Responsibilities

- Advise PDA leadership on developing and implementing national data governance frameworks, policies, standards, and institutional arrangements.
- Support defining clear roles, responsibilities, accountability mechanisms, and decision rights for data management across public-sector organizations.
- Provide guidance on data classification, ownership, stewardship, quality, access, retention, and lifecycle management.
- Assist in creating frameworks and standards for secure data sharing and interoperability between federal and provincial entities.
- Recommend common data standards, metadata protocols, data exchange mechanisms, and interoperability requirements.
- Identify data silos, duplication, and institutional barriers, proposing solutions to enhance data availability and reuse.
- Advise on data protection, privacy, consent, access controls, and responsible data use in compliance with relevant laws and policies.
- Support alignment of data governance with information security, cybersecurity, and emerging technology standards.
- Guide responsible use of data for analytics, artificial intelligence, and digital public services.
- Facilitate coordination among ministries, departments, provincial governments, regulators, and other stakeholders on data governance issues.
- Provide strategic advice on data initiatives, regulatory challenges, institutional gaps, and emerging governance concerns.
- Contribute to the development of data governance components within the National Digital Master Plan and other national digital transformation efforts.
- Deliver periodic assessments of data governance maturity, risks, gaps, and progress.
- Prepare policy briefs and recommendations for PDA leadership and relevant governance forums.

Required Qualifications

- Master’s degree in Data Governance, Data Science, Computer Science, Information Systems, Public Policy, Technology, Law, or a related discipline.
- At least 14 years of professional experience in data governance, data management, digital transformation, technology policy, or large-scale public-sector programs.
- Proven track record in developing or implementing enterprise or national data governance frameworks, standards, interoperability, or data-sharing initiatives.
- Experience collaborating with government institutions, regulators, international organizations, or managing large-scale digital transformation projects.

Preferred Qualifications and Benefits

- Experience working within government or regulatory environments and familiarity with international best practices in data governance is highly desirable.
- Exposure to strategic advisory roles in digital transformation and policy development will be considered an advantage.
