This position plays a critical role in advising the Finance Minister and the Ministry on strategic tax policy matters, with a focus on both domestic and international developments affecting taxation. The incumbent will conduct comprehensive reviews of the tax system to improve its efficiency, fairness, simplicity, and ability to generate revenue. They will develop policy options that align with the Government’s revenue goals while promoting economic growth, investment, employment, and competitiveness. The role also involves assessing the balance of tax policies, simplifying tax laws, leveraging digital technologies, and monitoring global tax trends to ensure the country’s fiscal framework remains resilient and forward-looking.

Key Responsibilities:
- Provide expert advice to the Finance Minister and Ministry on strategic tax policy issues and emerging developments in domestic and international taxation.
- Review the overall tax system structure and recommend improvements to enhance efficiency, fairness, simplicity, and revenue productivity.
- Guide the balancing of direct and indirect taxation, covering income, consumption, property, wealth, and economic activities.
- Develop policy options that meet government revenue targets while minimizing adverse effects on economic growth, investment, employment, and competitiveness.
- Ensure tax policies are aligned with the Government’s medium-term fiscal framework and broader economic objectives.
- Identify opportunities to increase revenue mobilization from under-taxed sectors and activities.
- Propose measures to simplify tax laws, procedures, and compliance requirements to reduce costs for taxpayers.
- Explore the potential of digitization, data integration, and enhanced use of third-party information to strengthen the tax system.
- Review proposed amendments to tax laws and related legislation from a policy perspective, ensuring consistency with Government goals.
- Monitor international tax policy trends and assess their implications for the country’s fiscal framework.
- Facilitate consensus-building on major tax reforms while maintaining fiscal discipline and policy objectives.
- Contribute to the formulation of the Government’s Budget Strategy Paper.

Required Qualifications:
- Master’s degree in Economics, Public Finance, Tax Policy, or a closely related field.
- Minimum of 15 years of experience in public finance, tax policy, tax administration, or relevant academic research.

Preferred Qualifications and Benefits:
