The Aga Khan Foundation (Pakistan) [AKF(P)] is seeking high calibre professional Consultants/firms for the following Consultancy in Gilgit Baltistan (GB).

“Preparation a documentary of Social Health Protection, Micro-Health Insurance Initiative- Gilgit-Baltistan”

1.      Background and Context

The German Government, through KfW, is providing financial support to the Government of Pakistan for a social health protection micro health insurance (SHP-MHI) scheme in Gilgit district.

Aga Khan Development Network (AKDN) Consortium, comprising Aga Khan Foundation Pakistan, Aga Khan Rural Support Programme and Jubilee Life Insurance (JLI), is implementing the SHP-MHI scheme in Gilgit district under a contract with DOH-GB for five years since August 2016.

AKF(P) intends to documentary that depicts the benefits of the scheme that can be also used for advocacy and promotion of health insurance product.

2.      Rationale and purpose of the Consultancy

The firm will prepare a documentary that briefly explains the:

1.      The insurance products for the eligible and wider population

2.      Process and major steps ensuring enrolment of the eligible poor households

3.      Process and steps of enrolling the wider population

4.      The process of accessing and utilizing the health care services available at the empaneled hospitals

5.      Emotional Benefits of 21% beneficiaries of BISP as their health care needs of 5,340 households have been taken care of.

6.      The perspective of insured clients of both eligible and wider enrolments

7.      Identify best practices and case studies that effectively portray the impact of the insurance product

8.      This initiative is also contributing to health system improvement with the income being utilized for hospital care enhancement.

9.      Views of empaneled Public Sector Hospitals regarding the benefit they are getting from the SHPI schemes.

10.  It also important to highlight the overall coordination among stakeholders in GB

11.  Highlight top 10 diseases for admission patients with better explanation of disease condition.

12.  Beneficiaries’ interviews regarding the benefits provided to them through the Sahulat Card.

13.  Interviews of SHPI patients admitted in hospitals.

14.  Highlight the efforts of GoGB and KfW for development of the scheme in GB.

In addition the documentary should highlight the following points.

·         Total number of people insured till date both for eligible and wider enrolment

·         Total claims till date cash and cashless

·         No. of claims according to public and private health care providers

·         Highest number of claims with top 10 diseases

·         Lowest number of diseases insured for the types of diseases

Target Audience: Documentary will be shown to business partners, donor agencies, corporate clients to generate awareness and highlight our contribution in Gilgit Baltistan region in collaboration with KFW. It will also be put up on Social media for a larger reach.

What do we require from the creative agency?: A 5-minute-long documentary to be made covering all the points mentioned above. Its 3-minute long version will also be made that will go on social media.

3.      Scope of Work

The consultants/ firms are expected to:

1.      Review the project documents and prepare a script plan

2.      Visit the field site and meet with stakeholders

3.      Visit community and villages of the target population

4.      Conduct interviews and prepare documentary

5.      Share the documentary for review with stakeholders i.e. AKFP,  PMU and OPM

6.      Based on the feedback finalise the documentary

Deliverables

1.      Inception Report giving detailed methodology and process of preparing documentary with timelines.

2.       A draft initial documentary for review of committee along with progress reports 

3.       Final documentary according to the objectives and scope of the work.

4.      Assignment Management

The consultants/firm will work closely with the Health manager AKFP and will be reporting to the consortium committee comprising of project Director Programme Implementation Unit of SHPI-GB, representative of OPM and AKFP. The deliverables to be reviewed and endorsed by the committee.

5.      Timeline of the Consultancy

The duration of the Consultancy would be for 20 days.

6.      Payment Plan

The following payment plan is proposed for the assignment:

i)  20% of the contract value as advance on signing of the contract and inception report.

ii) 20% of the contract value on submission of first draft summary report and manuscript/ documentry.

iii) 60% of the contract value on submission of the final report, manuscript and documentary.

All applicable taxes will be deducted at source, as per Government of Pakistan (GOP) statutory laws.  Payment to be made based on the satisfaction and clearance of the committee members of OPM, AKFP and PMU.

7.      Qualifications and Experience

The consultant/consultancy firm must have:

·         The prospective consultant/consultancy firm should have extensive experience in producing public information video films or TV programs and must have excellent technical capacities to ensure smooth and high quality production.

·         The prospective consultant/consultancy firm is expected to have a degree and preferably   post-graduation in mass media and communication, journalism and related fields and at least 8 years’ experience in the respected fields.

·         Experience in using multimedia and social networking and demonstrated technical knowledge and skills in producing documentaries based on results, achievements and learning of various social sector projects particularly focused on health sector.

·         Should have demonstrated skills and experience in formulating concepts, ideas, writing scripts, preparing story boards, shooting films, editing of technical content film editing.

·         Be fluent in English and Urdu, and able to simplify complex concepts in to simple language and translate when necessary.

·         Familiarity with the policies, programmes, operating modalities and branding protocols of the Government, AKDN and the donors.
