The University Main Office (UMO) is seeking an experienced professional to join the Procurement and Local Purchase Directorate. The ideal candidate will have 5 to 8 years of relevant experience in procurement or related fields, preferably from a reputable organization. Candidates aged between 25 and 50 years are encouraged to apply. This role involves managing procurement activities for various stores including general, clothing, IT equipment, electronics, and engineering items, ensuring transparency, quality, and cost-effectiveness throughout the process.

Key Responsibilities
The successful candidate will be responsible for overseeing procurement and contract management activities. This includes scrutinizing and reviewing Bills of Quantities (BOQs) for IT, electronic stores, furniture, stationery, cleaning items, expendable stores, and clothing for user departments, schools, and institutions. They will conduct market surveys to provide accurate cost estimates and initiate timely tendering processes via E-PADs. Responsibilities also include arranging sampling of stores and pre-bid meetings when necessary, managing bid openings and evaluations with technical authorities, and compiling Contract Summary Tables (CST) for approval, including pre-audit processes.

The role requires addressing bidder and vendor queries through the grievance committee, preparing contract agreements and purchase orders, and managing post-contract activities to ensure timely delivery and payment. The candidate will provide guidance on tender and RFQ-related issues to schools, institutes, and various departments, review and vet RFQs and procurement contracts, and conduct stocktaking of general stores and clothing items. Additional duties include surveying and condemning furniture and fixtures, arranging auctions for condemned items, and performing any other procurement-related tasks assigned by the Deputy Director or Director of Procurement and Local Purchase.

Required Qualifications
Applicants must hold a BS, BBA, MA, or MSc degree from an HEC-recognized university. Essential skills include proficiency in MS Office applications such as Word, Excel, Outlook, and PowerPoint. Candidates should demonstrate strong organizational and communication abilities relevant to procurement functions.

Preferred Qualifications and Experience
Preference will be given to candidates with an MS or MBA in Supply Chain Management from an HEC-recognized university. Additional desirable experience includes 2-3 years in public procurement, inventory, or warehouse management. Retired Armed Forces personnel at the rank of Major or equivalent are encouraged to apply. Familiarity with PPRA regulations and ERP/E-PADs systems is advantageous.

Candidates must submit scanned copies of academic and professional documents, with the last educational certificate attested or verified by HEC. Applications will be deemed ineligible if the candidate has a third division in their academic record, a weak academic profile, is currently pursuing a required degree, is medically unfit, or lacks the necessary clearance such as a No Objection Certificate (NOC) if employed at NUST with less than one year of service.

Only shortlisted candidates will be contacted for testing and interviews, and no travel allowance or daily allowance will be provided. Government employees and armed forces personnel must apply through their respective departments. The university reserves the right to modify or cancel the recruitment process at any time without prior notice.

Late or incomplete applications will not be considered. This is an excellent opportunity for a qualified professional to contribute to the university’s procurement operations while ensuring compliance, efficiency, and transparency.
