The Poverty Graduation of Extremely Poor and Flood-Affected Households (PGEP) is a significant initiative funded jointly by the Islamic Development Bank (IsDB) and the Government of Pakistan. With a budget of US$134.2 million, this four-year project is implemented under the Ministry of Poverty Alleviation and Social Safety (MoPASS) across 25 of the most impoverished and flood-affected districts in Pakistan. The program aligns with national development priorities under Uraan Pakistan, the IsDB Food Response Programme, and the Sustainable Development Goals (SDGs). Its core objectives include reducing extreme poverty, enhancing economic resilience, promoting sustainable livelihoods and employment, and strengthening vulnerable households against climate-related shocks.
Key Responsibilities
- Provide technical support and guidance for the effective operation of the PGEP Management Information System (MIS) and IT infrastructure under the supervision of the designated supervisor.
- Coordinate with the MIS Consultant to customize, test, and operationalize the PGEP MIS in accordance with program reporting requirements.
- Deliver technical orientation and ongoing support to Partner Organizations (POs) to ensure timely, accurate, and complete data entry and reporting within the MIS.
- Monitor and resolve basic data-entry issues by liaising with POs and the MIS Consultant to address system-related challenges promptly.
- Assist in the development, customization, testing, and maintenance of mobile applications and digital tools used for program interventions and field monitoring.
- Provide technical assistance to PMU and PO staff for the effective use of mobile applications, smartphones, tablets, and other digital data collection tools.
- Support the creation and upkeep of online dashboards, program progress updates, and digital reporting platforms.
- Manage day-to-day IT operations including networking, hardware/software maintenance, internet connectivity, user access, and website/webpage management.
- Ensure proper data backup, security protocols, user access controls, and confidentiality of program information are maintained.
- Maintain system documentation, user guides, and troubleshooting records to facilitate consistent use of MIS/IT systems by PMU and PO users.
- Coordinate with software developers, MIS consultants, and service providers for system updates, bug fixes, and technical enhancements.
- Support integration of MIS outputs with Monitoring & Evaluation (M&E) requirements and assist in generating timely program monitoring and reporting information.
- Provide prompt and practical technical solutions to MIS/IT issues, escalating complex problems to relevant consultants or service providers to minimize disruption.
- Perform any other related duties as assigned by the supervisor.
Required Qualifications
- A minimum of 16 years of education in Software Engineering, Computer Sciences, or a related discipline.
- At least 5 years of professional experience in software development, mobile application development, and working with MIS systems, preferably within the development sector.
- Proven skills in IT management, including network administration and web page management.
- Ability to deliver effective technical solutions with minimal delay.
Preferred Qualifications and Benefits
- Advanced certifications in networking, mobile monitoring tools, GIS-based reporting, or related fields will be considered an advantage.
- Experience working in development projects or with government/partner organizations in similar roles is highly desirable.
