Bid & Proposal Executive – RFPs

Softoo is looking for an experienced Bid & Proposal Executive to manage the full lifecycle of RFPs, RFQs, tenders, subcontracting opportunities, and strategic partnerships. This role involves identifying and qualifying opportunities, engaging with prime contractors and partners, coordinating proposal contributors, preparing compliant submissions, and handling post-submission follow-ups. The position offers a competitive salary package along with performance-based commissions and is open for candidates based in Pakistan, with options for remote or hybrid work arrangements.

Key Responsibilities
- Identify relevant RFPs, RFQs, RFIs, and subcontracting opportunities by monitoring procurement portals and verifying information through official sources.
- Evaluate requirements and provide bid/no-bid recommendations based on thorough analysis.
- Establish and maintain relationships with prime contractors, technology vendors, and delivery partners to expand Softoo’s partner network.
- Develop compliance matrices, proposal plans, and submission schedules to ensure timely and accurate proposal delivery.
- Write and edit both technical and commercial content for proposals, ensuring clarity and professionalism.
- Coordinate inputs from leadership, technical teams, finance, and partners to produce cohesive submissions.
- Verify eligibility criteria, certifications, references, and mandatory documentation to meet client requirements.
- Ensure all proposals adhere to formatting, submission guidelines, and deadlines.
- Manage clarifications, presentations, and follow-up communications after proposal submission.
- Maintain detailed records of opportunities and provide weekly pipeline reports to management.
- Conduct lessons-learned reviews after major submissions to continuously improve the proposal process.

Required Qualifications
- Bachelor’s degree in business, technology, communications, or a related discipline.
- Minimum of two years’ experience in proposals, tenders, business development, or partnership roles.
- Proven track record in managing RFP, RFQ, or tender submissions from start to finish.
- Excellent English writing and editing skills with strong attention to detail.
- Strong research capabilities, organizational skills, and ability to manage multiple deadlines effectively.
- Experience coordinating with both technical and commercial stakeholders.
- Confidence in engaging with prime contractors and potential partners professionally.
- High level of integrity and commitment to quality in all aspects of work.

Preferred Qualifications and Benefits
- Experience working on technology, software, SaaS, or digital transformation proposals.
- Familiarity with government or international procurement processes.
- Understanding of prime-contractor and subcontractor dynamics.
- Knowledge of procurement platforms such as SAM.gov.
- Experience using CRM tools like HubSpot.
- Formal training in proposal management, such as APMP certification, is a plus.
