The post requires both project management and technical capacities in WASH. As Manager, will ensure that project is meeting its objectives on timely and effective manner and in coordination with clusters and government line departments including FDMA and Military. PM will work closely with program support unit, including finance, operation and security functions based at Islamabad office. The incumbent will ensure quality and timely implementation of project, with effectively and efficiently of project resources and people management with under the management oversight of Head of Programme Implementation. The incumbent requires highly skilled in project management in insecure areas with quality of delivering project results consistent to CARE’s humanitarian protocols and according to donor regulations. Technically, the PM render technical inputs on implementing WASH interventions consistent to high quality, technically viable water, sanitation and hygiene services are provided under WASH projects. Project Manger will report to Area Manager.

Working Conditions
The position will be based in North Waziristan/Bannu with frequent travel (80%) to the project areas. When required, the Project Manager will travel to as necessary to attend meetings and follow-up on programmatic issues.
II. QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
1. Public Health Engineering or Civil Engineer (BSC).
2. 5-7 years’ practical experience in appropriate water supplies, sanitation and hygiene promotion. It is desirable that some of this should have been in emergency relief programmes. The post holder must be aware of and sensitive to the particular needs of women in this context.
3. Demonstrated experience of working in volatile and highly insecure operating environment
C) TECHNICAL SKILLS
§ Good project management and people management skills.
§ The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
§ Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels.
§ Preparation of BOQs, drawings, comparative statements and technical assessment and inputs
D) COMPETENCIES
§ Project management and representation. Strong coordination skills with the ability to manage information including report writing and presentations
§ Engineering technical competencies
§ Technical writing and information analysis
§ Fluent in English and Pushto (written and spoken).
§ Sensitivity to the needs and priorities of disadvantaged populations
§ Demonstrated experience of integrating gender and diversity issues into public health promotion
