Pak-Arab Refinery Limited (PARCO) is seeking an experienced professional to join their oil testing laboratory team. The ideal candidate will be responsible for conducting quality testing of petroleum products such as HSD, MOGAS, and Transmix, ensuring all activities comply with established specifications and standards. This role requires hands-on expertise in operating and maintaining sophisticated laboratory equipment, managing inventory, coordinating with internal and external stakeholders, and adhering to strict safety and quality protocols. The position is based in Machike and offers an opportunity to work in a dynamic environment committed to excellence and continuous improvement.

Key Responsibilities

- Conduct quality testing of HSD, MOGAS, and Transmix samples and issue Quality Test Reports in accordance with prevailing MEPD specifications.
- Operate, troubleshoot, and manage high-precision laboratory instruments including Cooperative Fuel Research (CFR) Engine, Atomic Absorption Spectrophotometer (AAS), FTIR spectrometers, and automated flash point/viscosity analyzers.
- Collaborate with S&T Operations to ensure timely and efficient testing of product receipts and deliveries.
- Perform preventive maintenance, calibration, and verification to maintain laboratory equipment in optimal condition.
- Manage laboratory inventory including supplies, consumables, chemicals, and auxiliaries through SAP Purchase Requisition (PR) and Service Requisition (SR) processes.
- Coordinate with vendors for installation, servicing, and malfunction rectification of laboratory equipment.
- Ensure compliance with current standard test methods and laboratory Standard Operating Procedures (SOPs), reviewing and updating them as necessary.
- Plan and oversee laboratory purchases while ensuring adherence to REVEX and budget constraints, and guarantee testing within the defined Turnaround Time (TAT).
- Liaise with external organizations such as HDIP, PNRA, and PINSTECH for quality testing, licensing, and dosimetry services.
- Maintain accurate records of precursor chemicals in compliance with Anti-Narcotics Force (ANF) regulations.
- Generate and communicate analytical testing results promptly to relevant departments.
- Ensure the availability and calibration of measuring equipment including hydrometers, ASTM thermometers, stopwatches, transducers, and gauges.
- Record and maintain test results in the SAP Quality Management (QM) Module to support seamless product supply.
- Prepare and monitor the REVEX budget and propose CAPEX in consultation with Pipeline management.
- Adhere to Health, Safety, and Environmental (HSE) policies and Quality Management procedures at all times.
- Implement Good Laboratory Practices (GLP) and Quality Management Systems (QMS) while maintaining a fundamental understanding of ISO/IEC 17025 standards.

Required Qualifications

- Bachelor’s degree in Chemistry from an HEC-recognized university.
- Minimum of 12 years of relevant experience in an oil testing laboratory environment.

Job-Specific Skills

- Proficiency in ASTM, UOP, and IP test methods.
- Practical experience operating advanced oil testing laboratory equipment and performing preventive maintenance.
- Competence in using the SAP QM Module for laboratory activities.
- Knowledge and application of GLP, QMS, and basic ISO/IEC 17025 principles.
- Expertise in implementing safety and handling protocols for hazardous petroleum products, toxic reagents, and volatile solvents in compliance with NFPA codes and safety standards.
