CHIEF ADVISOR -TARIFF POLICY

The National Tariff Commission (NTC) is seeking a highly experienced Chief Advisor - Tariff Policy on a contract basis to support its critical role in implementing trade defense laws and advising the Federal Government on customs tariffs. This position plays a vital role in aligning Pakistan’s tariff structure with global industrial trends and the National Tariff Policy, aiming to boost the competitiveness of domestic industries. The ideal candidate will have extensive expertise in tariff analysis, trade remedial measures, and economic policy advisory, contributing strategically to the country’s trade and economic framework.

Key Responsibilities
- Apply national or internationally recognized classification standards, such as UN-STAT, for sectoral and industry categorization.
- Assess industry requests for tariff protection or exemptions, ensuring adherence to the “cascading principle” and factoring in domestic tariffs including FED, Sales Tax, and Advance Income Tax.
- Monitor and analyze the effects of Free Trade Agreements (FTAs) and Preferential Trade Agreements (PTAs), evaluating industrial concessions, exemption costs, and effective protection rates.
- Conduct impact assessments related to the upcoming HS 2028 amendments, integrating Green Economy and Circular Economy protocols to address tariff implications arising from environmental and carbon-related trade measures.
- Map value chains of key commodities to identify tariff anomalies, such as inverted duty structures, that could impede export growth.
- Provide comprehensive analytical inputs for tariff rationalization, balancing the needs of local industries, national tariff policy commitments, and World Trade Organization (WTO) obligations.

Required Qualifications
- Master’s degree or equivalent qualification in Economics, Management, or Law.
- A minimum of 15 years’ proven experience in tariff analysis, customs tariff regulations, rules of origin, trade remedial measures, and national tariff policy formulation.

This position is offered on a contract basis initially for one to three years, with the possibility of annual extensions depending on performance and organizational requirements. The contract includes a lump sum salary package, which will be the basis for annual salary reviews. Salary increments ranging from 5% to 15% may be awarded based on satisfactory performance.
