Faisalabad Electric Supply Company (FESCO) is a leading Public Utility Company within the power sector, operating its business of distributing electricity and serving more than 5.8 million customers in eight districts of Punjab, namely Faisalabad, Chiniot, Sargodha, Jhang, T.T. Singh, Khushab, Mianwali, and Bhakkar. FESCO is actively looking for a qualified professional to fill the position of Chief Information Technology Officer. The incumbent will report to the Chief Executive Officer and will be responsible for the efficient and effective use of information and communications technologies at FESCO to meet its corporate goals.
Skills & Responsibilities:
- Develop IT strategy, policy, protocols, and standards that support the goals and business needs of FESCO.
- Ensure compliance with FESCO's IT strategy and processes.
- Oversee contract negotiations with IT vendors, contractors, and service providers.
- Develop IT budgets as part of corporate planning exercises and ensure their effective execution.
- Manage all IT personnel of FESCO.
- Oversee all affairs of the IT department.
- Coordinate with other department heads to maximize effective delivery of IT services to their teams.
- Maintain effective relationships with key IT stakeholders in the electricity sector (e.g., PITC).
- Keep track of the latest IT developments that can enhance FESCO's performance.
- Periodically update the IT strategy, policy, protocols, and standards, validating their alignment with internal business requirements and external dynamics.
Qualification & Experience:
- 16-year Bachelor's Degree (Honours) in Computing, Data Analytics, Telecom, MIS, AI, Robotics, Cyber Security, Information Technology, Computer Science, Software Engineering, or a related field, OR a Master's in Computer Science, IT, or a related field from an HEC-recognized local or foreign university.
- MS/M.Sc. (18-year degree) in Computer Science, IT, AI, Robotics, or a related field will be preferred.
- Minimum 15 years of post-qualification experience, with at least 3 years in a senior management role in the public or private sector.
- Broad knowledge of information systems, including software, languages, frameworks, techniques, and industry trends.
- Experience in leading complex, major changes and initiatives, with demonstrated skills in change management on organizational and interpersonal levels.
- Experience in designing an effective information governance framework across the spectrum of IT service delivery.
- Excellent verbal and written communication skills.
The candidate must comply with the Fit and Proper Criteria as outlined in the Public Sector Companies (Corporate Governance) Rules, 2013, and the State-Owned Enterprises (Governance and Operations) Act, 2023.
Remuneration & Tenure:
- Market-based competitive salary package on a lump sum basis.
- The position will be filled on a contract basis, initially for a period of three years from the date of appointment, with a six-month probation period. The contract is extendable based on satisfactory performance and achievement of KPIs.
- The contract service shall neither be regularized nor pensionable at any stage in the future under Government Rules.
Age Limit: Maximum age should not exceed fifty-seven (57) years as of the closing date.
