WaterAid Pakistan is seeking a consultant or consulting firm to document the chronological development of its Menstrual Hygiene Management (MHM) interventions, capturing key learnings and best practices since 2011. This consultancy will cover WaterAid’s work across schools, healthcare facilities, workplaces, public spaces, and communities. The assignment will run for three months, from August 4 to November 3, 2025, with the goal of highlighting milestones, strategic shifts, inclusivity efforts, and the overall impact of these interventions. Deliverables include a comprehensive narrative report, visual timelines, a policy/practice brief, and a presentation to support both internal learning and external dissemination.

Key Responsibilities:
- Plan and facilitate a one-day workshop with WaterAid Pakistan’s MHM team to review major interventions, milestones, partnerships, innovations, and programmatic changes.
- Conduct an extensive desk review of relevant documents such as project reports, evaluations, policy briefs, advocacy materials, training manuals, and research studies related to MHM programming.
- Develop a detailed chronological narrative outlining the evolution of WaterAid’s MHM work, including pilot projects, policy engagement, capacity building, and innovations.
- Analyze how MHM programming has adapted to contextual factors such as emergencies, policy shifts, and cultural sensitivities.
- Identify best practices and scalable models that have contributed to policy influence, behavior change, improved service delivery, and community engagement.
- Perform a gap analysis to highlight under-addressed areas and recommend opportunities for scaling, innovation, or further research.
- Produce knowledge products aligned with WaterAid’s house style, including a detailed report, infographic-ready visual content, a concise policy/practice brief, and a PowerPoint presentation.
- Collaborate closely with WaterAid Pakistan’s Gender Advisor and other relevant team members for strategic and technical guidance.

Required Qualifications:
- Minimum 5 to 7 years of experience in the WASH sector, with a strong focus on Menstrual Hygiene Management and expertise in gender, disability, and social inclusion.
- Proven ability to document WASH programs, capture learnings, identify best practices, and analyze MHM interventions across diverse settings such as schools, healthcare facilities, and communities.
- Experience engaging with MHM-focused groups, including persons with disabilities and marginalized communities, ensuring inclusive and participatory documentation.
- Strong understanding of national and international WASH policies, particularly those related to MHM, with the ability to apply this knowledge in programmatic and policy analysis.
- Advanced degree (Master’s or higher) in Gender Studies, Women’s Studies, Public Health, Environmental Engineering, or a relevant discipline.
- Demonstrated skills in developing culturally appropriate tools and methodologies that resonate with target audiences.
- Ability to conceptualize and implement a well-defined methodology aligned with the Terms of Reference.

Preferred Qualifications and Benefits:
- Submission of evidence such as reports or documents showcasing relevant experience is encouraged.
- Profiles or CVs of proposed consultants or team members with proven expertise in MHM and WASH documentation are required.
- The consultancy offers a deliverable-based payment structure with flexible engagement over three months.
- Intellectual property rights for all materials developed during the assignment will remain with WaterAid Pakistan.
- The consultant will benefit from close supervision and strategic input from WaterAid’s Gender Advisor, Head of Programme, Policy and Strategy, and thematic specialists.
- Selected candidates will participate in pre-award meetings to clarify project requirements and expectations.

Only hardcopy proposals sent via registered mail or courier will be accepted.
