Inspire Pakistan is a non-governmental, non-profit organisation dedicated to implementing community-based and rights-focused programmes in collaboration with donors, government counterparts, and other stakeholders. The organisation’s work primarily supports vulnerable and at-risk communities through accountable, inclusive, and ethical service delivery, with a strong focus on human rights interventions such as Protection, Education, Gender-Based Violence (GBV), and Mental Health and Psychosocial Support (MHPSS). The Community-Based Protection (CBP) Officer will play a vital role in supporting the delivery of protection services in urban refugee settings by coordinating outreach efforts, strengthening community structures, and ensuring effective collaboration with UNHCR and partner organisations.

Key Responsibilities

Planning, Implementation & Reporting: Develop and execute work and activity plans in coordination with the CBP Coordinator and relevant authorities. Monitor and follow up on all CBP activities within assigned areas and projects. Prepare timely and accurate reports covering field activities such as focus group discussions (FGDs), participatory and protection assessments, incident documentation, emergency responses, success stories, and best practices.

Information Dissemination & Coordination: Facilitate smooth communication between management, field teams, community structures, and partner organisations. Coordinate with co-partners and emergency response actors to ensure integrated and timely protection interventions. Support UNHCR activities including Voluntary Repatriation Campaigns (VRC), participatory assessments, emergency responses, and assistance distributions.

Capacity Building & Supervision: Provide capacity building and on-the-job training to Outreach Volunteers (OVs) and community protection structures. Supervise OVs in assigned areas, offering technical support and guidance. Manage the disbursement of communication incentives to active OVs in line with organisational procedures.

Community Engagement & Protection Activities: Conduct and facilitate FGDs, participatory assessments, protection and emergency assessments, and response activities. Promote community self-initiative, resilience, and self-reliance within intervention areas. Act as an interpreter during field visits and assessments when necessary.

Case Identification, Referral & Follow-Up: Identify individuals and households with protection needs, including Persons with Specific Needs (PWSNs). Maintain and regularly update PWSN listings. Refer cases to relevant authorities and service providers through established referral pathways. Strengthen urban referral mechanisms and provide recommendations for district-level improvements.

Data, Records & Mapping: Maintain updated community profiles of urban refugees, service provider mappings, and PWSN data. Consolidate field activity documentation to track progress and ensure project outcomes. Identify service gaps and submit evidence-based recommendations to programme management.

Emergency Cash Assistance (ECA) & Case Management Support: Assist the Case Management Team with verification, coordination, and service delivery. Support the disbursement of Emergency Cash Assistance to Forcibly Displaced Persons (FDPs) following UNHCR protocols. Ensure transparency, accountability, and proper documentation of all ECA activities.

Other Duties: Perform additional tasks as assigned by the Field Coordinator, adhering to organisational policies.

Required Qualifications

A Bachelor’s degree in Social Sciences, Development Studies, International Relations, or a related field is preferred. Candidates should have relevant experience in community-based protection, case identification, capacity building, and coordination with community structures. Experience working with refugees or in donor-funded projects is considered an asset. Effective communication skills in English and relevant local languages are essential, with Pashto and Dari language skills being advantageous.

The role requires strict adherence to organisational policies, including the Code of Conduct, Protection from Sexual Exploitation, Abuse and Harassment (PSEAH), Safeguarding, Data Protection, and Do No Harm principles. Compliance with these policies and donor regulations is mandatory for employment.
