We are seeking a Compliance Manager to join our FCA-authorised payment institution, which provides Open Banking payment services (PIS and AIS permissions) to businesses across the UK. This is a full-time, remote role offering a salary range of 125,000-140,000 PKR per month. As part of a lean, remote-first team, you will have significant ownership of the compliance function, acting as the operational backbone rather than a small part of a large department. You will work closely with the CEO and be the primary point of contact for regulatory matters, with opportunities to expand the compliance function as the business grows into new products and jurisdictions.

Key Responsibilities

- Maintain and develop the compliance monitoring plan, conducting periodic reviews and reporting findings to senior management.
- Ensure ongoing compliance with the Payment Services Regulations 2017, including conduct of business rules, operational, and security risk obligations.
- Prepare and submit regulatory returns such as REP017, REP018, and annual returns accurately and on time.
- Monitor regulatory developments, including consultations, policy statements, and Dear CEO letters, and translate these into actionable changes.
- Support the MLRO in maintaining the AML/CTF framework, including business-wide risk assessments, customer risk assessment methodologies, and KYC/KYB onboarding standards.
- Oversee transaction monitoring processes, quality-assure alert handling, and manage escalations.
- Maintain Suspicious Activity Report (SAR) procedures and support internal SAR reviews and submissions to the National Crime Agency (NCA).
- Keep compliance policies current, covering AML, sanctions, anti-bribery, fraud (including APP fraud reimbursement obligations), tax evasion facilitation, and proliferation financing.
- Own the policy suite by drafting, reviewing, and maintaining compliance policies and procedures with clear version control.
- Deliver compliance and financial crime training to staff and maintain training records.
- Support governance processes including management information, board reporting, and compliance dashboards.
- Maintain the regulatory breach register, complaints log (DISP), and conflicts of interest register.
- Conduct compliance due diligence on partners, agents, and third-party providers; manage ongoing outsourcing oversight in line with regulatory expectations.
- Support client onboarding escalations and complex KYB cases.
- Assist with safeguarding reconciliations oversight and audit preparation.
- Contribute to new product approval reviews from a regulatory perimeter perspective.

Required Qualifications

- Minimum of 2 years’ compliance experience within a regulated payments or e-money firm (PI, EMI, or similar).
- Working knowledge of the Payment Services Regulations 2017, Electronic Money Regulations 2011, FCA Handbook (especially SUP, SYSC, DISP), and the Payment Services and Electronic Money Approach Document.
- Hands-on experience with AML/CTF frameworks under the Money Laundering Regulations 2017, including KYB/KYC, transaction monitoring, and SARs.
- Experience preparing regulatory returns.
- Ability to work autonomously, drafting, deciding, and delivering compliance activities independently.
- Strong written English skills, comfortable drafting policies and regulatory correspondence.

Preferred Qualifications and Benefits

- Experience with Open Banking, specifically PIS and AIS business models.
- Familiarity with safeguarding audit processes.
- Exposure to the UK cryptoasset regulatory regime or stablecoin-related compliance.
- Relevant compliance qualifications such as ICA, CISI, or equivalent.
- Experience working in a startup or scale-up environment.

This role offers a unique opportunity to lead compliance in a dynamic, remote-first organisation at the forefront of Open Banking services. If you are proactive, detail-oriented, and eager to take ownership in a growing fintech environment, this position is an excellent fit.
