Level: Equivalent to NOB Level Consultancy

1.       Purpose of the Consultancy:

The SEIR Technical Developer will be responsible for the maintenance, troubleshooting, and technical enhancement of the SEIR platform. This role will ensure system stability, security, and performance while implementing necessary customizations to meet evolving immunization program needs.

 

2.       Background:

The Sindh Electronic Immunization Registry (SEIR) is a mobile-application-based digital platform developed to support the Government of Sindh’s Expanded Programme on Immunization (EPI). SEIR enables the registration and tracking of children and women for immunization, facilitating real-time recording of vaccinations and follow-up visits. As SEIR matures, the system is being transitioned from the implementing partner, IRD, to full government ownership to ensure sustainability, data governance, and institutional capacity building.

WHO has been requested by Sindh EPI to facilitate this transition with capacity building of Sindh EPI with IT equipment and the required HR support during transition period. This consultancy assignment is part of that commitment which is funded by Gavi under JA budget.

 

3.       Planned timelines:

Start date: July 2026

End date: June 2027

 

4.       Work to be performed:

Output 1: System Maintenance and Optimization: Develop a System performance and maintenance reports

Deliverable 1.1: Maintain and optimize SEIR for high availability, performance, and data security.

Deliverable 1.2: Address bugs, system outages, or performance issues on a priority basis.

 

Output 2: Development and Customization: Develop a customized SEIR components and features

Deliverable 2.1:  Modify or customize SEIR components (front-end, back-end, database) as needed.

Deliverable 2.2: Implement mobile app improvements (performance, offline functionality, GIS integration).

 

5.       Technical Supervision: The selected Consultant will work on the supervision of:

Responsible Officer: Dr Mukhtiar Hussain Bhayo, Head of Sub Office, Sindh

Manager: Dr Xia Wei, Cluster Lead (EPI)

 

6.       Specific requirements

Qualifications required:

  • University degree in Computer Science, Software Engineering, or related field.

Experience required:

  • Minimum 2 years in system architecture, full-stack development, and large-scale deployments.
  • Experience in managing system transitions in the public health sector.

Skills / Technical skills and knowledge:

  • Full-stack development (MERN stack: MongoDB, Express.js, React.js, Node.js)
  • Mobile app development (React Native/Flutter for cross-platform solutions)
  • Database & API expertise (PostgreSQL, RESTful/gRAPHQL APIs, DHIS2 integration)
  • DevOps & cloud (AWS/Azure, Docker, CI/CD pipelines)
  • Health IT standards (HL7/FHIR, GIS mapping, offline data sync)

Language requirements: Proficiency in English and Urdu language

 

7.       Place of assignment: Karachi, Pakistan

 

8.       Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

 

9.       Travel

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
