Indus Hospital & Health Network is seeking a Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer for a contractual role based in Quetta, Pakistan. The successful candidate will hold a Bachelor’s or Master’s degree in Social or Management Sciences and possess at least four years of relevant professional experience, including 2-3 years specifically in MEAL and data management within health-related projects. This position requires leading MEAL activities across multiple health components, ensuring data quality, and supporting evidence-based decision-making to improve project outcomes.
Key Responsibilities
Develop and maintain the MEAL plan, indicator tracking sheets, action trackers, and reporting tools aligned with project goals. Lead process and performance monitoring for Sexual and Reproductive Health (SRH), Mental Health and Psychosocial Support (MHPSS), Infection Prevention and Control (IPC), and Maternal, Newborn, and Child Health (MNCH) components. Supervise and support district MEAL staff in data collection, verification, and analysis to uphold data integrity. Plan and document routine monitoring visits, safety audits, and facility assessments to ensure compliance and quality standards.
Establish and maintain robust systems for accurate data compilation from various field sources. Conduct periodic Data Quality Audits (DQAs) and validate reported results from district teams. Consolidate and prepare comprehensive monthly, quarterly, and donor-specific MEAL reports. Analyze and share findings promptly with program, finance, and donor teams to facilitate evidence-based decision-making.
Strengthen and manage client feedback and complaint response mechanisms (FCRM), including patient exit interviews and satisfaction surveys, ensuring confidentiality and sensitivity, particularly for complaints related to Gender-Based Violence (GBV) or protection violations. Lead After-Action Reviews, learning sessions, and reflective meetings with district and Program Management Unit (PMU) staff to promote continuous improvement. Document and disseminate success stories, best practices, and lessons learned to enhance project implementation.
Ensure all MEAL activities comply with donor (IRC), Indus Hospital & Health Network (IHHN), Core Humanitarian Standard (CHS), and SPHERE standards. Guide field teams on ethical data collection, gender-disaggregated reporting, and protection-sensitive monitoring. Train and mentor district MEAL officers and program staff on MEAL tools, reporting protocols, and data-driven programming. Conduct regular monitoring visits to health facilities, MHPSS sessions, and community outreach activities. Support the project manager in preparing monthly, quarterly, and annual reports. Perform any other tasks assigned by the supervisor.
Required Qualifications
Bachelor’s or Master’s degree in Social Sciences, Management Sciences, or a related field. A minimum of four years of professional experience, including at least 2-3 years focused on monitoring, evaluation, accountability, and data management. Demonstrated ability to manage MEAL systems and tools within health-related projects. Strong skills in data analysis, report writing, and stakeholder communication. Experience supervising field teams and conducting data quality audits. Familiarity with donor compliance standards such as IRC, CHS, and SPHERE.
