The position of DDO (Finance and Accounts) requires a seasoned finance professional responsible for advising the Principal Accounting Officer on all financial, budgetary, and accounting matters within a government framework. The role demands expertise in managing government funds, adhering to government accounting procedures, and liaising with federal audit bodies such as AGPR and FTO. The ideal candidate will have a strong background in handling complex financial transactions, bill processing, reconciliation, financial projections, and due diligence, with experience in ERP systems and excellent communication skills.
Key Responsibilities:
- Provide financial and budgetary advice to the Principal Accounting Officer.
- Manage the processing of bills, payables, receivables, and complex financial transactions.
- Conduct reconciliation of funds, cash flow planning, and financial analysis.
- Prepare and submit bills to AGPR for clearance.
- Maintain accurate record-keeping and account maintenance, including compilation of financial reports.
- Ensure compliance with tax laws, sales tax regulations, and government financial management procedures.
- Coordinate with federal audit authorities such as AGPR, FTO, and manage public funds in accordance with government standards.
- Utilize ERP systems, including SAP and RAAST, for financial management and reporting under the E-AAA framework.
- Perform financial audits and due diligence activities.
- Demonstrate proficiency in MS Office applications, particularly MS Excel, and maintain effective communication and presentation skills.
- Work collaboratively within a team and manage work pressure efficiently.
- Lead and support team efforts to achieve organizational financial goals.
Required Qualifications:
- MBA (Finance), EMBA, ICMA, ACCA, or a Bachelor’s degree in Finance or Accounts. Additional certifications will be considered an advantage.
- Minimum of 5 years of professional experience, including at least 3 years in a Finance or Accounts Manager role.
- At least 2 years of experience working on PSDP-ICT projects.
- Minimum 2 years of experience working with AGPR on public funds is mandatory.
- Strong knowledge of government accounting procedures, tax laws, sales tax, and financial regulations.
- Proven experience in financial auditing and due diligence.
- Maximum age limit of 50 years (inclusive of a five-year general age relaxation; no further relaxation applicable).
Preferred Qualifications and Benefits:
- Experience with implementation and use of ERP systems such as SAP and RAAST is highly desirable.
- Familiarity with government financial management software and frameworks such as E-AAA.
- Excellent command of spoken and written English with strong presentation skills.
