Deputy Director (Organization Development)

Pakistan Single Window (PSW) is recruiting on behalf of the National Agri-Trade and Food Safety Authority (NAFSA), a strategic national initiative aimed at strengthening Pakistan’s agri-trade ecosystem. NAFSA focuses on enhancing regulatory oversight, facilitating trade, and modernizing food safety and trade processes. The selected candidate will join NAFSA’s foundational team and play a vital role in developing systems, processes, and institutional capabilities to support this mission.

Key Responsibilities

The Deputy Director (Training & Development) will report to the Director of Human Resource & Administration and lead the design, implementation, and governance of NAFSA’s learning and development framework. This role is critical to building a competent, inspection-ready, and future-ready regulatory workforce. Responsibilities include institutionalizing annual training needs assessments, developing structured learning pathways aligned with competency frameworks, coordinating technical and managerial capacity-building programs, and monitoring training effectiveness through measurable impact indicators.

The Deputy Director will collaborate closely with SAPW, OW, and other technical wings to embed specialized regulatory and Sanitary and Phytosanitary (SPS) capacity development within NAFSA’s institutional framework.

Additional responsibilities include leading organizational development initiatives such as job architecture, role clarity, organization design reviews, and change management support aligned with NAFSA’s mandate and roadmap. The role involves developing, updating, and operationalizing HR and organizational development policies, SOPs, and governance frameworks to enhance organizational effectiveness, decision rights, and accountability.

Supporting enterprise workforce planning, competency framework development, succession planning, and job evaluation/job grading initiatives is also essential. The Deputy Director will engage with various Wings and Directorates to assess organizational needs, identify structural or process gaps, and recommend improvements to structures, workflows, and operating models.

The role further supports performance culture initiatives, change enablement programs, and communication and engagement interventions to facilitate the adoption of new structures, policies, and ways of working. Preparation of organizational development dashboards, analytical reports, and management briefs for senior leadership and governance forums is required. The Deputy Director will also perform any other duties assigned by the Director HR & Administration consistent with NAFSA’s mandate.

Required Qualifications

Candidates must hold a Master’s or Bachelor’s degree (minimum sixteen years of education) in Human Resource Development, Human Resource Management, Organizational Psychology, Management, Public Administration, or a related discipline.

Preferred Qualifications and Experience

A minimum of eight years of overall professional experience is required, with at least five years in organizational development, organizational design, HR policy, or change management roles. Strong analytical, facilitation, and policy drafting skills are essential. Experience in job evaluation and competency framework development is preferred.
