We are seeking a qualified and experienced professional for the position of Deputy Manager (Accounts & Finance) at a Federal Government-owned entity based in Islamabad. This is a contractual role for three years, offering a five-day workweek. The successful candidate will provide operational and analytical support to the Finance, Commercial, and Accounts functions. Reporting to the Senior Manager and Senior Accountant, the role involves managing day-to-day accounting activities, maintaining records in Oracle Financials, assisting with period-end closing, financial reporting, tax and audit compliance, budgeting, project funding documentation, reconciliations, commercial and financial analysis, and departmental correspondence.

Key Responsibilities

- Accounting Operations & Record Keeping: Review invoices and supporting documents; prepare payment vouchers and journal entries. Record vendor invoices, payments, receipts, advances, prepaid and accrued expenses, and bank charges in Oracle Financials modules. Maintain reconciliations and schedules for vendors, advances, prepayments, accruals, receivables, payables, and related-party balances. Support bank reconciliations, fixed-asset updates, and depreciation processing. Ensure orderly maintenance and secure storage of physical and electronic accounting records.

- Period-End Closing & Financial Reporting: Assist with monthly, quarterly, and annual closing activities. Prepare supporting schedules and journal entries. Compile details of balance-sheet and profit-and-loss items for management review and financial statements. Support preparation of quarterly and annual financial statements and consolidation schedules related to TPCL and TAPI DMCC. Assist with general ledger reviews, control-account reconciliations, and preparation of tax-benefit and other financial statement workings.

- Tax, Audit & Compliance Support: Prepare withholding income tax and sales tax workings, payment challans, and filing data through relevant portals (IRIS, PRA, BRA, SRB). Maintain tax deduction evidence and vendor tax records. Prepare audit schedules, balance confirmations, and supporting documents for statutory, internal, and commercial audits. Coordinate audit requests with banks, related parties, tax consultants, and internal departments.

- Budgeting, Project Funding & Assignment Accounts: Collect and compile departmental budget inputs. Assist in preparing OPEX/CAPEX budgets, cash flow requirements, variance reports, and supporting notes. Prepare fund utilization reports, reconciliations, and follow-up documentation. Maintain schedules related to assignment accounts, fund placements, signatory changes, KYC, and customer information. Support coordination and reconciliations with AGPR, Petroleum Division, Finance Division, and NBP, including foreign exchange allocation and payment follow-up.

- Commercial & Financial Analysis Support: Gather data from internal and external sources. Update financial projections, cash flows, cost comparisons, and valuation models. Assist with pricing, tariff, and scenario analysis aligned with commercial agreements and regulatory guidance. Support reviews of project studies, feasibility reports, and business plans. Assist with revenue forecasts, investment requirements, and strategic inputs such as PESTEL and SWOT analyses. Prepare working papers, presentations, summaries, and memos related to project finance and commercial matters.

- Coordination & Other Departmental Support: Draft routine correspondence for various stakeholders including Petroleum and Finance Divisions, consultants, banks, and auditors. Assist in preparing terms of reference, bidding documents, and evaluation materials for consultants in compliance with PPRA Rules and company policies. Coordinate with technical, procurement, HR, accounts, and internal audit teams. Perform additional tasks as assigned by senior management.

Required Qualifications

- MBA from an HEC-recognized university with a minimum of 3 years of relevant post-qualification experience
OR
- CA (Inter/CAF Passed), CMA (Intermediate Stage Passed), or an equivalent recognized professional qualification with at least 4 years of relevant experience.

Required Skills

- Strong understanding of accounting principles, IFRS, withholding taxes, audit requirements, and financial controls
- Practical knowledge of Oracle Financials modules (AP, AR, GL, FA, CE)
- Proficiency in MS Excel, Word, and PowerPoint
- Experience in preparing reconciliations, schedules, analyses, and presentations
- Competence in financial analysis, budgeting, forecasting, and variance analysis
- Excellent numerical ability, attention to detail, and record-management discipline
- Strong communication, teamwork, follow-up, and time-management skills
- High respect for confidentiality and data security
