This position offers a senior role within a federal government project focused on water and agriculture sectors. The successful candidate will support the Ministry of National Food Security & Research by managing administrative and financial matters, coordinating with provincial project management units, and assisting in the preparation of monitoring and progress reports. This role requires a seasoned professional capable of overseeing complex public sector development projects, ensuring timely grant transfers, and facilitating effective communication among stakeholders to achieve project goals.
Key Responsibilities
- Serve as Deputy Project Coordinator (DPC) for the federal government project "NPECA," working under the supervision of the Ministry of National Food Security & Research.
- Assist the Ministry in handling administrative and financial matters related to the Financial Project Management Unit (FPMU) and support the implementation of decisions made by the Food Security Council (FSC).
- Facilitate the timely transfer of matching federal grants to participating agencies to ensure smooth project execution.
- Collaborate closely with provincial Project Management Units (PMUs) to ensure effective implementation and coordination of project activities.
- Support the Ministry in compiling periodic project monitoring reports, progress updates, and working papers for FSC and Food Coordination Committee (FCC) meetings.
- Perform any additional duties as assigned by the Ministry to support project objectives.
Required Qualifications
- A Master’s degree in Agricultural Engineering (M.Sc.), Water Resources (M.Sc.), Economics (MA), or Finance (MBA).
- Minimum of 12 years of professional experience in the public or private sector related to water and agriculture, including at least 5 years managing large-scale public sector development projects.
- Strong knowledge of rules and regulations governing the preparation, financing, procurement, and implementation of public sector development projects.
- Proven experience in preparing public sector project proposals such as PC-I and PC-II related to water and agriculture sectors.
- Excellent communication and presentation skills, with the ability to engage effectively with diverse stakeholders.
- Proficiency in basic IT tools essential for communication and reporting.
- Demonstrated leadership qualities with the ability to manage multidisciplinary teams and oversee complex project management tasks.
- Analytical skills to design specialized project management approaches and ensure timely feedback at various stages of project implementation.
- Capability to provide comprehensive monitoring and evaluation services to optimize the use of available resources.
