Located in Tando Muhammad Khan, Sindh, this position seeks a seasoned professional with extensive experience in project management and civil engineering. The successful candidate will have a minimum of 10 years of proven expertise in managing complex civil projects from initial design through to execution. This role requires a hands-on approach to overseeing construction activities, ensuring strict compliance with project specifications, government regulations, and timely project delivery.
Key Responsibilities
Oversee the design, specifications, and execution of Bills of Quantities (BOQs) in alignment with the Project Concept-I (PC-I). Evaluate and implement civil works using the most effective engineering methods and best practices. Accurately estimate project costs and determine the appropriate tools and technologies to optimize project outcomes. Ensure adherence to project timelines by closely supervising construction teams on-site.
Train construction staff in the proper use of equipment and enforce strict safety protocols to maintain a safe working environment. Proactively address and resolve any issues that arise before or during project implementation. Ensure full compliance with all relevant government guidelines and regulations throughout the project lifecycle.
Coordinate effectively with authorities such as the Capital Development Authority (CDA), Local Government, and Environmental Protection Agency (EPA) to resolve project-related matters. Maintain detailed records of tendering processes and procurement activities in accordance with government policies and Public Procurement Regulatory Authority (PPRA) rules.
Manage inventory by overseeing the distribution of procured items as per PC-I requirements to the relevant institutions. Ensure timely and cost-effective procurement by managing the supply chain efficiently. Review costs, build and maintain strong relationships with vendors and suppliers, and provide procurement recommendations to the Project Director.
Administer contracts by placing bids, negotiating pricing, and monitoring contract terms to ensure compliance and value for money. Maintain inventory levels by deciding on purchase timing, placing orders, and tracking deliveries with vendors. Conduct regular stock-taking and verify invoices and bills for submission to the Budget and Account Specialist.
Required Qualifications
A Bachelor’s degree in Project Management, Civil Engineering, or a related discipline is essential. Candidates must have at least 10 years of relevant experience in civil engineering project management. Proven expertise in managing large-scale construction projects, including procurement and contract management, is required.
Strong knowledge of government procurement policies and regulations, particularly PPRA rules, is critical. The ability to coordinate effectively with government agencies and various stakeholders is necessary. Excellent leadership and team management skills are expected, along with proficiency in cost estimation, project scheduling, and inventory control.
