Objective:

Provide effective support to Welthungerhilfe local partners and direct support to the finance department at the Welthungerhilfe Country Office

Responsibilities:

I.     Support Welthungerhilfe local implementing partners

  • Financial assessment of existing and prospective local partner organizations.
  • Evaluation of budget proposals by local partner organizations in line with WHH strategy and project requirements.
  • Financial project orientation and capacity building for partners in sound financial management and other topics related to project accounting and financial management (e.g., procurement, etc.).
  • Verification of partner financial reports and fund requests at the established intervals and follow-up of partner budget execution.
  • Field visits to partner organizations with financial inspections and to provide support as required.
  • Coordinate and liaise with WHH field offices in relation to all financial matters.

II.  Directed support to the finance department at Welthungerhilfe Country office

  • Accounting in Funds Pro software for projects.
  • Provide support in updating expenditure planning and income planning.
  • Ensure compliance of Key Performance Indicators assigned in relation to finance. .
  • Support the Head of Finance and Finance Managers with follow-up of internal financial controls pertinent to Welthungerhilfe Pakistan (duties to be assigned as needed) and act as the advisor to suggest ideas for the enhancement of internal controls.
  • Reallocation of the project cost to Country office.
  • Checking and verifying all financial reports and vouchers make them auditable and eligible in as per donor rules
  • Support Head of Finance and Finance Manager in the maintenance of a well-organized filing system of financial documentation at the Country Office.
  • Update all the financial data and financial reports in the Project Management Information system (ProMIS)
  • Correspond with the bank on all banking matters.
  • Support the Head of Finance and Finance Managers with preparation for internal and external audits of partner and non-partner projects as assigned.
  • Provide other support, if needed, in line with the Finance Officers for Partner Support proven qualifications. 

Professional/Personal Requirements

Essential

  • Masters’ Degree in Accounting and/or Financial Audit, Financial Management, MBA, or a combination of a professional accounting qualification/accreditation and relevant professional experience
  • Knowledge of accounting standards and tax law of Pakistan and familiarity with accounting software systems in use by small-to-medium organizations
  • Proactive and able to show initiative and offer good professional advice
  • Sound knowledge of MS Office (especially MS Excel) and email
  • Understanding of procurement fundamentals
  • Previous direct experience in financial control and/or monitoring of partner organizations/grantees
  • Strict adherence to the organizational norm and professional ethics
  • Excellent communication skills and good spoken and written English and Urdu essential in dealing with partner organizations
  • Willingness to travel to the project areas outside of Islamabad

Desirable Qualifications

  • Previous experience with NGOs
  • Experience in the capacity of a finance/accounts officer
  • Experience in the financial audit of small-to-medium organizations
