Digital Solutions Specialist

The Pakistan Digital Authority (PDA) is looking for a Digital Solutions Specialist to drive the design, development, and implementation of digital platforms and AI-enabled solutions within government entities. This role demands a blend of strong business insight, technical expertise, and hands-on execution skills to transform user needs into effective digital products. The successful candidate will work closely with cross-functional teams, manage stakeholder expectations, and deliver user-focused solutions that generate measurable outcomes.

Key Responsibilities

- Lead digital initiatives from initial requirements gathering through solution design, development, testing, deployment, and ongoing enhancement.
- Analyze user needs and convert business requirements into detailed specifications, user stories, acceptance criteria, and process workflows.
- Prioritize features and improvements based on user value, organizational goals, and technical feasibility.
- Collaborate effectively with engineering, design, AI/ML, and quality assurance teams to ensure timely and quality delivery.
- Identify opportunities to leverage AI and emerging technologies to enhance government operations and public service delivery.
- Define requirements for AI capabilities such as intelligent search, document analysis, conversational AI, and workflow automation.
- Assess AI-driven solutions for accuracy, usability, reliability, and alignment with user expectations.
- Engage with government ministries, departments, and internal stakeholders to collect requirements, manage dependencies, and coordinate implementations.
- Participate actively in Agile ceremonies, including sprint planning, solution demonstrations, user acceptance testing (UAT), and release planning.
- Establish success metrics, gather user feedback, and recommend continuous improvements to digital solutions.

Required Qualifications

- Bachelor’s degree in Computer Science, Software Engineering, Information Technology, Business Administration, or a related field.
- Minimum of 4 years’ experience in digital solutions, technology consulting, business analysis, or similar roles.
- Proven experience managing digital projects and collaborating with cross-functional technical teams.
- Practical knowledge of AI concepts such as Large Language Models (LLMs), Retrieval-Augmented Generation (RAG), AI agents, and prompt engineering.
- Familiarity with Agile methodologies, software development life cycle (SDLC), APIs, system integrations, and data flow management.
- Skilled in writing requirement documents, user stories, acceptance criteria, and process flows.
- Experience using tools like Jira, Confluence, and Figma.
- Strong analytical thinking, problem-solving abilities, excellent communication, and stakeholder management skills.

Preferred Qualifications

- Experience working on government digital transformation projects or large-scale enterprise systems.
- Exposure to AI-powered applications, knowledge management platforms, or intelligent automation technologies.
- Understanding of data privacy, information security, and ethical AI practices.
- Ability to navigate complex environments involving multiple stakeholders and shifting priorities.
