This role involves leading the end-to-end delivery of complex digital transformation programs aligned with PDA's national digital transformation mandate. The successful candidate will ensure that digital solutions are effectively implemented, widely adopted, and deliver measurable outcomes for government institutions, businesses, and citizens. This position requires a seasoned digital delivery leader with hands-on experience in technology-enabled solutions, preferably within government or public-sector environments. Strong skills in program governance, stakeholder management, and sector-specific knowledge are essential.

Key Responsibilities
Lead the planning and execution of large-scale digital transformation programs, overseeing all phases from mobilization and solution implementation to deployment, adoption, and operational handover. Translate national digital priorities and sector strategies into actionable programs with clear milestones, deliverables, accountabilities, and measurable outcomes. Oversee the delivery of digital platforms, integrated government services, workflow automation, interoperability solutions, and other technology-enabled initiatives. Collaborate closely with PDA’s technical, product, architecture, DPI, and sector teams to ensure solutions meet agreed business requirements and technical standards. Provide leadership across cross-functional delivery teams involving government ministries, departments, technology partners, vendors, and implementation teams. Drive delivery efforts in priority sectors such as health, education, agriculture, housing, finance, and other government transformation areas. Establish program delivery plans, governance frameworks, resource allocation, budgets, performance indicators, and escalation processes. Identify and manage program risks, interdependencies, delivery constraints, and critical decisions, ensuring timely resolution and escalation when necessary. Oversee vendor and implementation partner performance to ensure adherence to delivery commitments, quality standards, and contractual milestones. Manage senior stakeholder engagement, including government leadership, sector authorities, and external delivery partners, to secure decisions and maintain program momentum. Monitor solution readiness, testing, deployment, change management, user adoption, and transition into sustainable operations. Provide executive-level program reporting, delivery assurance, and evidence-based recommendations to PDA leadership.

Required Qualifications
A bachelor’s degree in Computer Science, Information Technology, Engineering, Project/Program Management, Business Administration, or a related discipline is required. Candidates should hold program or project management certifications such as PMP, PRINCE2, MSP, PgMP, or equivalent. A minimum of 12 years of relevant experience is essential, including significant leadership responsibility for complex digital or technology-enabled program delivery. Proven success in delivering digital solutions through implementation, deployment, and operational adoption is mandatory. Experience in government digital transformation programs, public digital services, or large-scale technology modernization initiatives is strongly preferred. Candidates should have experience working within or delivering solutions for priority sectors such as health, education, agriculture, finance, or other public service domains. Demonstrated ability to manage multiple delivery partners, cross-functional teams, complex dependencies, and senior government stakeholders is required.
