The National Vocational and Technical Training Commission (NAVTTC) invites applications for the position of Director General (Planning & Development) at its headquarters in Islamabad. This role is offered on a deputation basis within the government sector, with a pay scale of BPS-20. The position requires a candidate with extensive experience in development planning, project management, monitoring and evaluation, or technical and vocational education and training (TVET). Key Responsibilities
The Director General (Planning & Development) will be responsible for the preparation, formulation, and processing of Project Concept Initiatives (PCI) for development projects and schemes. The role includes monitoring, evaluation, and appraisal of development projects and programs to ensure their effective implementation. The candidate will also formulate and implement policies and frameworks related to training and coordinate the preparation and execution of training plans and programs in consultation with relevant stakeholders. Additionally, the role involves contributing to the formulation, review, and implementation of TVET policies and strategies in collaboration with various stakeholders. Experience in project planning, management, administration, and institutional coordination is essential. The position also demands strong skills in stakeholder management, inter-agency coordination, and the preparation of policy briefs, summaries, reports, and other official documents.

Required Qualifications
Candidates must be regular government officers holding BS-19/20 or equivalent positions with at least 17 years of post-qualification experience. Officers from all occupational groups are eligible, including federal and provincial ex-cadre officers, preferably from secretariat, directorates, audit, and accounts departments. Provincial management, service, or ex-cadre officers are also encouraged to apply. The position requires candidates to be currently serving in federal or provincial government organizations or autonomous bodies at the same scale.

This position is to be filled strictly on deputation through approved Standard Operating Procedures (SOPs). Only regular public or civil servants currently employed in federal or provincial government organizations or autonomous bodies at the same pay scale are eligible to apply. Contract, project-based, or tenure track employees are not eligible. Applications must be submitted online via the NAVTTC job portal within 15 days of the advertisement’s publication. Incomplete applications will not be considered. Shortlisted candidates will be called for an interview and must present a departmental No Objection Certificate (NOC) at that time. Failure to meet the eligibility criteria at the time of the interview will result in disqualification. Submission of false or forged documents or attempts to influence the selection process will lead to immediate disqualification. The selected candidate will join NAVTTC headquarters in Islamabad but may be posted anywhere within Pakistan. NAVTTC reserves the right to accept, reject, or cancel any application or the entire recruitment process without assigning any reason. The number of vacancies may also be adjusted as deemed necessary. No travel allowance or daily allowance will be provided for the interview.
