The Tax Policy Office (TPO) is looking for a visionary leader to spearhead its strategic initiatives, ensuring they are grounded in evidence, inclusive, and aligned with Pakistan’s fiscal and socio-economic priorities. The successful candidate will play a crucial role in shaping tax policy reforms that balance economic growth with social equity. This leadership position involves fostering collaboration among diverse stakeholders, overseeing policy design and evaluation, and ensuring reforms are coherent and implementable. The role also requires close coordination with key institutions such as the Federal Board of Revenue (FBR), managing daily operations, and promoting a culture centered on research, data analytics, and professional development within the team.

Key Responsibilities

- Provide visionary leadership to the TPO by ensuring initiatives are well-reasoned, evidence-based, and aligned with Pakistan’s fiscal and socio-economic goals.
- Guide the formulation and implementation of tax policy reforms that maintain a balanced approach, considering both economic growth and social equity.
- Foster a collaborative and consultative environment within the TPO by building partnerships with government agencies, private sector stakeholders, civil society, and development partners to promote transparency and inclusivity.
- Oversee the design, review, and refinement of tax policies aimed at promoting economic growth, fiscal stability, and equity, while adhering to principles such as simplicity, neutrality, efficiency, and fairness.
- Lead the evaluation of tax proposals and reforms, providing evidence-based recommendations that address national priorities and stakeholder concerns.
- Ensure that proposed reforms are coherent, feasible, and clearly communicated to achieve their intended outcomes.
- Facilitate effective coordination with the Federal Board of Revenue (FBR) and other relevant institutions to align tax policies with broader fiscal and economic strategies.
- Develop and implement protocols for data access and confidentiality to ensure secure and efficient information sharing with the FBR.
- Represent the TPO in national and international forums, articulating Pakistan’s tax policy positions and aligning them with global standards.
- Manage the TPO’s daily operations, including resource allocation, staff supervision, and task prioritization to ensure operational efficiency and accountability.
- Lead a multidisciplinary team of experts, fostering an inclusive culture that supports professional growth and collaboration.
- Ensure that all TPO activities are underpinned by rigorous research and analysis, leveraging partnerships with think tanks, development partners, and academic institutions.
- Prepare annual work plans and set priorities to align the unit’s activities with strategic objectives.
- Enhance data modeling and analytics capabilities across the TPO.
- Strengthen the organizational culture around revenue forecasting and the assessment of tax expenditure reviews.

Required Qualifications

- Master’s degree or higher in Economics, Public Finance, Public Policy, Taxation, or Tax Policy.
- Minimum of 12 years of leadership experience in tax policy, fiscal management, or public finance.
- Proven ability to lead transformative initiatives within complex environments.
- Demonstrated success in engaging and managing relationships with stakeholders across government, international organizations, and the private sector.
