Relief International (RI), a global non-profit organization dedicated to supporting communities affected by climate change and disasters, is seeking a District MHPSS Officer to deliver accessible psychological and psychosocial support in designated districts of Pakistan. The role involves providing assessment, counselling, supervised interventions, and safe referrals through mobile clinics, community, and home-based visits. Working closely with wellbeing centres and referral partners, the Officer ensures consistent support despite mobility and access challenges. This position operates within RI’s multi-country framework and contributes to programs focused on mental health and psychosocial support (MHPSS), protection, education, health, livelihoods, and WASH in regions including Khyber Pakhtunkhwa and Balochistan.
Key Responsibilities
Mobile Service Planning and Access: Collaborate with coordinators and communities to prepare district visit schedules based on assessed needs and eligibility criteria. Coordinate logistics including transport, staff availability, security clearance, and accessible consultation sites. Establish confidential, culturally appropriate mobile consultation spaces with efficient appointment management. Facilitate inclusive home-based support when access barriers exist, ensuring consent and involvement of trusted caregivers or interpreters as per RI procedures.
Assessment and Psychological Support: Conduct consent-based psychological assessments using approved tools within professional competence. Develop individual care plans under clinical supervision. Provide Psychological First Aid, individual and group psychosocial support, counselling, and focused psychological interventions following training and competency verification. Support caregivers, families, and adolescents with appropriate consent protocols. Maintain a non-prescribing role and refer complex cases to qualified clinicians.
Risk Identification, Referral, and Follow-up: Identify urgent risks such as self-harm or deterioration and engage clinical supervisors promptly. Support safe handover and document actions without managing complex risks independently. Assess risks related to confidentiality and mobility before external referrals. Coordinate with Referral Support Officers to verify service receipt and arrange continued support. Manage follow-up between visits, review missed appointments, and coordinate case transfers or closures with clinical oversight.
Community Engagement and Service Quality: Promote awareness on wellbeing, coping, stigma reduction, and available services using approved messaging. Separate awareness activities from individual counselling, offering confidential follow-up voluntarily. Participate in clinical supervision, case reviews, and competency development. Utilize participant feedback and outcome measures to enhance service delivery. Collaborate with local providers and outreach teams to ensure continuity and support emergency preparedness.
Records, Reporting, and Safe Practice: Maintain timely, confidential case records using approved systems with coded identifiers. Protect data and devices during travel, reporting any breaches immediately. Submit de-identified service summaries distinguishing unique participants and sessions. Track referrals and follow-up without disclosing clinical notes to routine monitoring databases. Uphold safeguarding protocols, report concerns through designated channels, and maintain professional boundaries. Avoid compulsory debriefing or conditioning assistance on counselling.
Professional Conduct and Teamwork: Adhere to RI’s Code of Conduct and policies on prevention of sexual exploitation, abuse, and harassment. Report concerns through appropriate channels. Engage in staff wellbeing and learning activities, comply with security procedures, and perform duties within professional competence.
Required Qualifications
A Master’s degree in Clinical or Counselling Psychology, or a Psychology degree with recognized postgraduate clinical training and supervised practice relevant to the role. Minimum of four years’ experience in psychological or MHPSS service delivery, including supervised casework and community-based interventions. Proven competence in psychological assessment, counselling, structured interventions, risk recognition, and safe referral within a non-prescribing scope. Experience applying informed consent, confidentiality, safeguarding, and accurate documentation when working with vulnerable populations. Ability to plan mobile services, communicate sensitively across diverse communities, use basic digital record-keeping, and travel regularly within district guidelines. Proficiency in Pashto, Urdu, and a local district language, with basic English reading and reporting skills.
Preferred Qualifications
Training and supervised practice in focused psychological interventions or Psychological First Aid. Experience in mobile clinics, home-based support, humanitarian response, or adolescent and caregiver services. Familiarity with district health, protection, and referral systems, and use of outcome measurement tools.
