We are seeking a Junior National Short-Term Technical Advisor (STTA) specializing in AI and Machine Learning to support the Phase II expansion of the National Digital Health Hub (NDHH) under the Evidence for Health (E4H) programme. This role focuses on scaling and institutionalizing the AI-enabled Practice Hub and integrating health information systems across Punjab and Khyber Pakhtunkhwa (KP) provinces. The successful candidate will contribute to advancing Pakistan’s health data ecosystem by enhancing interoperability, developing AI-driven analytics, and supporting evidence-based decision-making within a government-owned digital health platform.
Key Responsibilities
- Conduct a comprehensive assessment of Phase I assets, identifying reusable components, gaps, risks, and cost plans to inform Phase II implementation.
- Support governance by operationalizing the Health Information System Technical Working Group (HIS-TWG), ensuring clear roles, decision-making processes, and data-sharing agreements.
- Lead the onboarding and integration of provincial health data systems from Punjab and KP, as well as priority federal management information systems (MIS) and Global Health Initiatives (GHI)-supported program datasets, ensuring secure, standards-aligned interoperability.
- Develop, validate, and document secure data exchange pipelines, applying HL7/FHIR standards and national metadata frameworks to maintain data quality and consistency.
- Strengthen and operationalize the AI-enabled Practice Hub to deliver explainable analytics and decision support tools, linking outputs to relevant policies and ensuring ethical AI use with appropriate privacy and safety controls.
- Implement robust security measures including role-based access control, multi-factor authentication, and audit logging to safeguard sensitive health data.
- Execute comprehensive testing and quality assurance protocols, including unit, integration, performance, security, and user acceptance testing, leading to formal production readiness and go-live.
- Produce detailed technical documentation and deliver structured training and mentoring to NIH/NHDC administrators, federal and provincial users, facilitating progressive operational handover.
- Establish sustainable maintenance and support models with defined service levels, incident management, and change control to ensure long-term platform stability and government ownership.
Required Qualifications
- Minimum of 5 years’ experience in machine learning and natural language processing, with proven expertise in AI model integration.
- Hands-on experience with OpenAI, Google AI APIs, or similar platforms.
- Demonstrated application of AI technologies within healthcare or public health data systems.
- Strong algorithmic skills, coding proficiency, and data literacy.
- Ability to innovate and develop scalable AI-enabled solutions aligned with health sector needs.

This consultancy is planned for a 30-day level of effort between October 1, 2026, and March 31, 2027, supporting the continued development and institutionalization of Pakistan’s National Digital Health Hub.
