We are seeking a Mid/Senior Level National STTA – AMR Surveillance and Evidence-Use Expert to join the Expanded IHR and AMR Institutionalisation, Surveillance and Portfolio Coordination Support programme at the National Institute of Health (NIH), Islamabad. This role is part of Workstream 2, focused on strengthening NIH AMR Secretariat-level functions including governance, surveillance, laboratory quality, and evidence-to-action. The position supports the Foreign, Commonwealth & Development Office (FCDO)-funded Evidence for Health (E4H) programme, which aims to strengthen Pakistan’s healthcare system by providing technical assistance to federal and provincial governments. The expert will lead AMR surveillance, GLASS-AMR reporting, national antibiogram development, and the translation of AMR evidence into actionable policy and clinical guidance, working closely with NIH counterparts and ensuring alignment with national health security frameworks.

Key Responsibilities
- Lead the enhancement of quality, completeness, timeliness, validation, analysis, and interpretation of AMR data across the sentinel-site network using established standards.
- Support NIH in coordinating and submitting GLASS-AMR reports, targeting ≥90% data completeness and timeliness.
- Assist the AMR Secretariat and NIH technical teams in producing and disseminating the national antibiogram with validated data and consistent methodology.
- Develop and disseminate concise AMR surveillance and evidence snapshots tailored for policy, programmatic, and clinical audiences, including two national snapshot reports with stewardship guidance.
- Establish routine mechanisms within NIH for reviewing and utilizing AMR evidence, linking surveillance data and antibiogram findings to antimicrobial stewardship, treatment guidelines, and policy decisions.
- Document and incorporate examples of AMR evidence informing action into regular review and transition processes.
- Provide technical mentoring and quality assurance to AMR Secretariat staff and sentinel-site personnel, guiding the analytical work of the AMR Data Analyst.
- Lead the surveillance, GLASS, antibiogram, and evidence-to-action components of Workstream 2 deliverables and contribute to the handover package.
- Collaborate closely with the AMR Strategic Lead and other team members to ensure coordinated implementation and sustainability of AMR functions.

Required Qualifications
- Master’s degree in epidemiology, microbiology, public health, biostatistics, infectious diseases, or a related discipline.
- Minimum of 8 years of relevant professional experience, including at least 5 years focused on AMR, laboratory-based, or communicable disease surveillance.
- Practical experience with GLASS-AMR reporting, AMR surveillance data management tools (e.g., WHONET), and cumulative antibiogram development.
- Proven ability to produce evidence-based products for policy, program, and clinical stakeholders, supporting antimicrobial stewardship initiatives.
- Strong analytical skills with the ability to interpret surveillance data and translate technical findings into clear, actionable evidence.
- Demonstrated mentoring and capacity-building skills with government and laboratory personnel.
- Attention to data quality, validation processes, and adherence to consistent methodologies.
- Ability to work both independently and collaboratively within multidisciplinary teams.

Preferred Qualifications and Benefits
- Experience working with the National Institute of Health, sentinel laboratories, or national surveillance systems in Pakistan is highly desirable.
