This role seeks a Mid to Senior Level National STTA to serve as the AMR Technical and Sustainability Coordinator / Portfolio Lead within the Evidence for Health (E4H) programme, supporting the National Institute of Health (NIH) in Islamabad. The Coordinator will provide strategic, technical, and management oversight across E4H’s antimicrobial resistance (AMR) workstreams at the Federal level and in Khyber Pakhtunkhwa (KP) and Punjab provinces. This position is responsible for ensuring coherence, quality assurance, and sustainability across these geographically distinct but interconnected AMR initiatives, facilitating cross-geography learning, and consolidating technical inputs for reporting and partner engagement. The role operates at the programme level, coordinating multiple stakeholders without duplicating day-to-day technical delivery.
Key Responsibilities
- Develop and maintain a consolidated AMR portfolio workplan that integrates Federal, KP, and Punjab priorities, milestones, dependencies, partner boundaries, and learning objectives while allowing for context-specific adaptations.
- Provide senior-level technical quality assurance (QA) and delivery oversight across all AMR workstreams, monitoring compliance with terms of reference (TOR), workplans, milestones, risks, and consultant levels of effort (LOE).
- Guide the deployment of specialist expertise, resolve cross-team dependencies, and escalate significant delivery or quality issues with clear recommendations.
- Act as the senior AMR technical focal point for E4H, facilitating engagement with government counterparts, FCDO, UKHSA/IHRSP, WHO, and other partners to ensure clarity of roles and smooth coordination.
- Lead the technical consolidation of AMR inputs for programme and quarterly progress report (QPR) submissions, ensuring timely and accurate updates for donors and stakeholders.
- Oversee sustainability efforts including institutional ownership, capacity transfer, financing pathways, and post-technical assistance transition planning across all geographies.
- Capture and apply cross-geography learning to enhance programme effectiveness without overriding local technical accountability or government ownership.
- Deliver key outputs including a consolidated AMR portfolio stocktake and workplan, biweekly portfolio updates, quarterly progress reports, and a final transition and sustainability assessment by March 2027.
Required Qualifications
- Advanced degree in a relevant field such as antimicrobial resistance, public health, health security, epidemiology, microbiology, infectious diseases, pharmacy, health policy/management, or health systems.
- Minimum of 12 years of progressively responsible experience in public health, health systems, or health security, with significant senior-level exposure to AMR or related communicable disease programmes.
- Demonstrated experience leading multidisciplinary teams or managing complex multi-workstream and multi-geography technical assistance initiatives.
- Proven ability to engage effectively with senior government officials, regulators, and development partners.
- Strong knowledge of Pakistan’s Federal and provincial health systems, AMR institutional frameworks, and sustainability and transition considerations.
- Female candidates are strongly encouraged to apply.
Preferred Qualifications and Benefits
- Strategic portfolio management skills with the ability to oversee multiple geographies as a unified portfolio.
- Expertise in senior technical quality assurance, results-based monitoring, and ensuring compliance with TORs and milestones.
- Excellent stakeholder engagement, diplomacy, and communication skills for working with government, donors, and partners.
- Strong analytical and reporting capabilities to synthesize complex information for consolidated programme and donor reporting.
- Proactive risk identification and management, with a focus on sustainability and transition planning.
The anticipated level of effort for this assignment is approximately 95 days from October 2026 through March 2027, subject to final mobilisation and contracting arrangements.
